What Is Happening with European Student Visas in Autumn 2026
The admission letter is signed, the semester has started, and the passport is still sitting at a visa application centre. That is where a lot of Indian students are in September 2026.
There is no single European student visa timeline. EU law sets an outer limit and each country works inside it at its own pace. Directive (EU) 2016/801 requires a decision on a complete student application at the latest within 90 days of submission. National periods often run shorter, and they differ by weeks.
Germany is the outlier. Its missions in India publish no maximum at all and state that, depending on the category, processing may take several months. The students directive covers study authorisations; the Opportunity Card and family reunification sit elsewhere, under no published German service standard.
Every figure below was checked against official pages in September 2026. These change often, so we recommend confirming them on the mission website in the week you file.
National (D) Visa vs Schengen Visa - Why the Rules Differ
A Schengen C visa covers short visits. Degree programmes run longer, so they take the national route, which belongs to the individual country rather than to Schengen.
The German Federal Foreign Office puts it in one line: national visas are sometimes also referred to as long-term visas or D visas. Italy's Mumbai consulate tells students to apply for a D visa where the course exceeds 90 days. Poland describes its D visa as a national visa issued for up to one year that also allows Schengen travel for 90 days in any 180.
France adds a step after arrival. Campus France explains that the long-stay VLS-TS acts as your residence permit for the first year, so it has to be validated once you land.
The decision clocks differ too. EU law drops the 90-day cap to 60 where an approved host entity is involved, and the Netherlands sets exactly that shorter period for students: its general entry and residence procedure carries 90 days, a student permit filed by a recognised institution 60. Quoting 90 days for a Dutch student file gives the wrong answer.
Official Processing Standards Country by Country
Germany
No per-category maximum is published; the missions state only that processing may take several months. Most categories can now be filed online, with the Federal Foreign Office saying the majority of national visas can be applied for through the Consular Services Portal.
Hungary
The immigration authority decides a study residence permit case within 60 days of submission. Applicants outside Hungary file at the consulate covering their residence or nationality; inside the country the route is Enter Hungary or the competent regional directorate.
France
India is one of the countries where the Etudes en France procedure applies, and Campus France calls it the mandatory first step for a long-stay student visa. None of the French pages we could open in September 2026 publishes a maximum decision time, so the benchmark is the application window, not a promised turnaround.
Netherlands
Students do not file their own case. The IND states that only the educational institution can apply for a residence permit for you, and that it must decide within 60 days. The fee is 254 euro, and the IND's own target for a complete sponsor-filed application is two weeks.
Italy
The Consulate General in Mumbai states that long-term D visa applications can take up to 90 days from the day they are received. Universitaly pre-enrolment comes before the visa application rather than replacing it.
Poland
Poland is the fastest on paper and carries the loudest caveat. A national visa is issued or refused within 15 days of submission, extendable to 30, with a further five where the Head of the Office for Foreigners is consulted. The official study portal repeats the 15 days, then warns that the procedure may take a considerable amount of time and that early submission is advisable. Both are official; we would plan around the second.
Where Applicants Report the Worst Delays
Everything below comes from applicants rather than from missions.
Hungary produced the sharpest case. According to applicant reports on Reddit in September 2026, a student who applied in New Delhi on 21 July had received nothing by 18 September, with classes already begun on 1 September. That looks like a month past the 60-day standard, but it does not show the standard changed: Hungary treats an application as lodged only once the fee is paid and biometrics are given, and the 60 days run from that point.
Germany's unpublished categories generate the most noise. The same September 2026 Reddit threads carry an Opportunity Card applicant who gave biometrics at VFS Mumbai on 14 July with no update by 18 September, and applicants with student visa appointments there on 3 September still waiting weeks later. One Delhi thread is just a crowdsourced list of biometrics dates and visa-received dates, which is what happens when there is no official timeline to check against.
Appointment Bottlenecks - VFS, Embassy Portals and Campus France
The slot is often the real constraint, not the decision. For Germany, appointments for all national visa categories in India must be booked through the portal of the external service provider VFS Global. Filing online does not remove that step, because an in-person appointment is still required for biometrics and the fee. When every slot in a category is gone, the system may offer a waitlist and nothing more. Booking at the wrong mission is worse: a German mission not responsible for the place where you reside will not process the application at all.
France runs the sequence in a fixed order. Etudes en France comes first, and the VFS appointment can only be booked after the automated Campus France email arrives.
Poland separates registration from the appointment. Study and work applicants register through e-Konsulat, then lodge the application in person at a visa application centre. The dates do not always line up: one student who entered 19 October as the intended arrival date was given a VFS appointment only ten days earlier, according to September 2026 Reddit reports.
Italy requires student applicants to attend a mandatory video interview when they lodge the application.
Your Intake Starts Before the Decision - What You Can Do
Most advice online overpromises here, so this is only what authorities actually say.
Germany will not speed a file up for a course start date. The missions state that early appointments can only be granted in extreme medical or humanitarian situations, under a policy of transparency and equal treatment, and that status inquiries will not be answered within the first three months after filing, because chasing increases processing time considerably.
The official counter-measure everywhere is lead time. Campus France tells students to submit as soon as the unconditional acceptance letter arrives and at least three months before the intake date. Poland's study portal says early submission is advisable. Hungary's 60-day clock starts only once the fee is paid and biometrics are taken, which the authority expects within 15 days of the confirmation of admission.
Two smaller points follow. Hungary communicates through Enter Hungary using the email address given at registration, so that mailbox is worth checking daily. And because a request for additional information suspends the decision period under EU rules, answering it the same week is the one lever an applicant controls.
On the questions students ask most, whether the university can intervene and whether an intake can be deferred, no official page we could open in September 2026 says anything at all. Nobody should promise you either. Deferral is the institution's own decision, so ask your international office and keep the reply in writing.

A change of subject between degrees is one of the sharper triggers. According to applicant reports on Reddit in September 2026, an Indian student was refused by the German Embassy in New Delhi after moving from a BSc in Biology to an MBA. No mission page we checked publishes refusal statistics by profile, so that stays a report, not a rule.
The published checks are strict enough on their own. Germany almost always requires a certificate from the Akademische Pruefstelle from applicants who obtained a school leaving certificate in India, studied some semesters there or hold Indian degrees. The blocked account for the first year stands at 11,904 EUR as of September 2026, with withdrawals capped at 992 EUR per month. For degree studies the required level is generally C1, and Duolingo, Pearson PTE and TOEFL home edition tests are not recognised for applications in India.

Where an official page explains a long case, it points at documents. The Italian consulate states that if it issues an advance notice of refusal and asks for further documents, the overall processing time is likely to exceed 90 days.
Refusals, Appeals and Reapplying
Post-refusal deadlines are short, and they differ by country.
Germany no longer offers remonstration: the missions in India state it has been abolished there since 1 January 2024, and the Federal Foreign Office extended that worldwide. What remains is a lawsuit at the Administrative Court in Berlin within one month of receiving the refusal, plus a fresh application at any time. Judicial review, the Federal Foreign Office states, is not limited by the abolition.
Hungary is the tightest: a refused study residence permit may be appealed within 8 days of delivery, filed with the first-instance authority or at the mission where the application was submitted. Poland allows 14 days to appeal a consul's decision, counted from the date of collecting the passport. The Dutch objection route is slower at both ends, since the IND decides on an objection within 6 to 19 weeks.
EU law provides the backstop. A refusal under the students directive has to be open to legal challenge in the member state concerned, and the refusal letter has to specify the court or administrative authority with which an appeal may be lodged and the time limit for doing so. That letter is the source of truth for your deadline.
Recent Changes (2025-2026)
Four changes matter for this intake, all verified in September 2026.
- Remonstration is gone. The Federal Foreign Office abolished it for visa rejections worldwide from 1 July 2025, and the decision explicitly covers national visas for skilled workers, apprentices, students and family reunification. In India it had already ended on 1 January 2024.
- German filing moved online. All visa sections at Germany's missions abroad have been connected to the Consular Services Portal since 1 January 2025, and long-term visas for 28 different purposes can now be applied for online.
- France revised the financial threshold: effective 1 August 2026 the minimum proof of financial resources for a French student visa is 877.5 EUR per month, according to Campus France.
- Italian pre-enrolment for the 2026/2027 academic year is open on Universitaly, the step that has to be completed before the D visa application.
Nothing we verified suggests any of these countries shortened a published decision period this year: the movement has been in filing channels and money thresholds, not in speed.
