Hong Kong Visa for Indians 2026: Pre-Arrival Registration, Stay Rules and Requirements

For a short Hong Kong trip, Indians need a free online PAR, not a visa. What to print, how long each visit can last and when ImmD asks for a visa instead.

Do Indians Need a Visa for Hong Kong? (2026 Quick Answer)

Not for a short visit, but Indians do need to register online first. The Hong Kong Immigration Department (ImmD) confirms on its visa requirements page, revised on 22 September 2026, that Indian nationals have to complete Pre-arrival Registration (PAR) before visiting visa-free.

The essentials, as of September 2026:

  • PAR is free and the result is instant.
  • It is valid for six months and covers multiple visits of up to 14 days each.
  • Every traveller needs their own PAR, children included, unless exempt.
  • Longer stays, work, study or residence need a visa from ImmD.
  • Direct transit by air, without leaving the airport transit area, needs no PAR.

Hong Kong runs its own immigration controls, so PAR does not cover Mainland China, which has a separate visa system. We recommend rechecking immd.gov.hk before you fly.

Pre-Arrival Registration (PAR) Explained

PAR is an online registration, not a visa, in place for Indian nationals since 23 January 2017. ImmD offers it free to holders of an Indian passport valid for at least six months who plan to visit, or transit other than directly by air inside the airport transit area, for no more than 14 days.

A registration is valid for six months, during which the holder can make multiple visa-free visits with the notification slip and the same passport, staying up to 14 days each time, subject to normal immigration requirements.

Who can visit without PAR

ImmD exempts holders of Indian diplomatic or official passports, UN Laissez Passer holders on official UN business, travellers enrolled in e-Channel for frequent visitors, HKSAR Travel Pass holders and anyone with a valid Hong Kong entry visa. Its guidance notes add operating aircrew, operating seacrew and contract seamen.

How to Apply for PAR Step by Step

Several web addresses for the service circulate, so the safest start is the page Pre-arrival Registration for Indian Nationals on immd.gov.hk. ImmD has not authorised any agent or website to handle PAR.

  • Step 1: Follow the GovHK link on that ImmD page.
  • Step 2: Enter personal and passport details exactly as they appear in the passport, including any alias, residential address and phone number.
  • Step 3: Add a local connection in Hong Kong if you have one. No sponsor or documents are needed.
  • Step 4: Set the Identification Question used later to reprint the slip. Its answer cannot be reset.
  • Step 5: Submit. The result appears instantly.
  • Step 6: Print the slip on a blank sheet of white A4 paper. Double-sided or reduced printing is not accepted.
  • Step 7: Check the printed data against the passport, then sign. For a child under 16, a parent or legal guardian checks and signs.

Each family member applies separately, babies included. If the slip does not match the passport, the registration is invalid and boarding and entry are refused; the fix is to register again with exact passport data. A renewed or replaced passport, or changed personal details, also means a new PAR.

When to apply

The Hong Kong Tourism Board, a tourism body rather than the immigration authority, advises applying 4 to 6 weeks ahead. As the result itself is instant, we read that as a buffer: if PAR is unsuccessful, there is time for a visa, which normally takes four weeks.

How Long Indians Can Stay and What They Can Do

As of September 2026, each PAR visit can last up to 14 days, and repeat visits are allowed while the registration is valid.

Visitors may not take any employment, paid or unpaid, establish or join a business, or study. Except in the most unusual circumstances, they cannot change status after arrival. Breaching a condition of stay is an offence under section 41 of the Immigration Ordinance, with a maximum fine of HK$50,000 and two years' imprisonment.

ImmD's permissible activities page, revised on 1 March 2025, generally allows visitors to conclude contracts or submit tenders, supervise installation or packaging of goods, join exhibitions or trade fairs without selling directly to the public or constructing exhibition booths, settle compensation or civil proceedings, attend product orientation, and attend short-term seminars or business meetings.

Extending a stay

A general ImmD rule for all visitors, not specific to PAR, allows extension applications online once the remaining stay is within 14 days, or by other means within 7 days of expiry. They are for a special or urgent need, are made from inside Hong Kong, cost HK$330 and are not guaranteed. For longer trips, a visa before travelling is the safer route.

When PAR Is Not Enough - Visas and Entry Permits

An Indian national applies to ImmD for a visa if PAR cannot be completed, if the visit will exceed 14 days, or if the purpose is employment, study or residence. PAR also does not apply to those with the right of abode or right to land, unconditional stay, or valid permission to remain for employment, study or residence.

Visit visa applications go directly to ImmD, either online through GovHK with documents uploaded or on paper by post. ImmD states that Chinese diplomatic and consular missions will not accept them, so neither a Chinese embassy nor a China visa centre in India is the route.

ImmD's checklist asks for proof of finances such as bank statements, proof of employment if any, a flight itinerary and proof of the visit's purpose. As of September 2026:

  • Ordinary visa: HK$330 since 8 September 2025 (ImmD fee table, revised 8 April 2026)
  • Transit visa: HK$170 since the same date
  • Processing: normally four weeks once all required documents are received

The fee is paid after approval via a payment link, and approval is at ImmD's discretion; we recommend confirming figures on immd.gov.hk. Visarun, a private agency, helps travellers check eligibility and prepare the file, but the decision rests with ImmD.

Arrival Checks and Documents to Carry

Before boarding and at arrival immigration, a PAR traveller needs the signed notification slip and the same valid Indian passport used to register. Without both, boarding and entry are refused. We found no official allowance for showing the slip on a phone, so a digital copy is only a personal backup.

A slip is not a guarantee of entry. ImmD's normal requirements include a valid travel document with adequate returnability, no security or criminal concerns, a bona fide purpose, adequate funds for the stay without working, and onward or return tickets unless travelling on to the Chinese Mainland or Macao.

The Consulate General of India in Hong Kong, in an advisory dated 20 March 2024, also recommends a confirmed hotel booking alongside the A4 printout, return or onward tickets, and proof of purpose and funds. That item comes from the Indian advisory, not Hong Kong law.

Since 16 October 2024, visitors no longer fill in arrival or departure cards. Those allowed in receive a landing slip showing their name, passport number and conditions of stay, and ImmD advises carrying it with the passport during the stay. On departure, normally only the passport is needed.

Transit Through Hong Kong Airport

As of September 2026, an Indian passenger in direct transit by air who does not leave the airport transit area needs no PAR. Anyone seeking to enter Hong Kong during a layover does.

On separate tickets, we recommend asking the airline whether bags are checked through. If the connection means passing Hong Kong immigration, PAR is needed.

For SkyPier ferry transfers to Macao and Mainland ports, the airport operator says passengers stay in the restricted area without going through Hong Kong immigration and transfer on the day of arrival. ImmD's exemption wording covers only direct transit by air, so we recommend holding valid entry documents for the destination and confirming the PAR position with the airline or ferry operator.

Recent Changes (2025-2026)

PAR is still required, per ImmD's visa requirements page revised on 22 September 2026, and still free. What changed around it:

  • 8 September 2025: ImmD raised the ordinary visa fee from HK$230 to HK$330, the transit visa from HK$120 to HK$170 and extension of stay from HK$230 to HK$330.
  • 27 February 2026: e-Channel enrolment for frequent visitors was relaxed to two or more visits through Hong Kong International Airport in 24 months, down from at least three in 12 months. Enrolment is free, no longer requires fingerprints and lasts two years; enrolees need to be 18 or over with no adverse record.
  • 16 September 2026: ImmD launched the Go Hong Kong app for e-Channel enrolment on a smartphone before arrival, per an ImmD home-page announcement dated 24 September 2026.

Enrolees are exempt from PAR until the enrolment or the linked passport expires or becomes invalid; PAR is then needed again. India is currently on ImmD's Go Hong Kong list, which ImmD says may change without notice, and the app reads the passport chip. So the app route works only if you hold an Indian e-passport and have visited through Hong Kong airport at least twice in the last 24 months. First-time visitors still need PAR.

FAQ

Is PAR a visa, and does it cost anything?

No. PAR is a free online registration, not a visa. Any fee an agent charges is the agent's own, and ImmD has not authorised any agent or website to handle PAR.

Can I enter Hong Kong on the last day my PAR is valid?

Yes. ImmD's PAR FAQ says a registrant can seek entry on the last day of validity and may still be allowed to stay up to 14 days. A new registration is possible only after the current one expires.

Do children need their own PAR?

Yes. There is no age limit. For a child under 16, a parent or legal guardian checks the data and signs the slip.

I renewed my passport. Is my old PAR still valid?

No. PAR is linked to the passport used to register. A renewed or replaced passport, or changed personal details, needs a new registration.

Can an agent get my PAR approved?

No. ImmD says no one can guarantee success or improve the chance of it. Applications made through a third party go through the same GovHK system and assessment.

Can I show the PAR slip on my phone?

We found no official allowance for that. ImmD asks for a signed printout on blank white A4 paper; a phone copy is only a personal backup.

Do I need PAR for a layover in Hong Kong?

Not in direct transit by air without leaving the airport transit area. Entering Hong Kong during the layover requires PAR. For SkyPier ferry transfers, we recommend asking the airline or ferry operator.

Can I extend a 14-day stay?

Only under ImmD's general visitor rule: for a special or urgent need, at HK$330, with no guarantee. Longer trips call for a visa before travel.

What if my PAR application is unsuccessful?

The result shows instantly. If PAR cannot be completed, the route is an entry visa applied for directly to ImmD, which costs HK$330 and normally takes four weeks once documents are complete, as of September 2026.
