Do You Need a Visa for a Ski Trip to Azerbaijan? (Quick Answer)

Yes, if you travel on an Indian passport. As of October 2026, Indian citizens need the ASAN e-visa, applied for online on the official portal evisa.gov.az before the trip. India is on the e-visa list but not on the list of nationalities that get a visa at Azerbaijani airports, so an Indian passport on its own does not qualify for a visa on arrival.

Expats in the UAE have a second route. According to Azerbaijan's Ministry of Foreign Affairs and its Embassy in Abu Dhabi, holders of a UAE resident visa valid for more than 6 months, whatever their nationality, can get a visa of up to 30 days at Azerbaijan's international airports. That covers Indians living in the UAE, but it is a residence-based rule, not a right of the Indian passport. UAE citizens are visa-free for up to 90 days.

ASAN e-Visa - Eligibility, Fee and Processing

The portal issues e-visas only to citizens of countries on a list approved by Azerbaijan's Ministry of Foreign Affairs, plus stateless persons permanently residing in them. Indian passport holders are on that list as of October 2026.

What the e-visa gives you

  • Single entry only
  • Validity of 90 days from its start date
  • A stay of up to 30 days within that window, enough for a 17-day trip from 20 December to 5 January
  • Not attached to the passport: the e-visa is printed and shown with the passport at the border

Fees as of October 2026

  • Standard e-visa: USD 20 state fee plus a USD 9 portal service fee, USD 29 in total
  • Urgent e-visa: Azerbaijani embassy pages list USD 50 to 60, but they are undated and disagree, so the exact amount is the one shown at payment on evisa.gov.az

The state fee is non-refundable, and nothing is refunded if an e-visa is refused. Payment works only with Visa, Mastercard, UnionPay or JCB cards, and the card does not have to be in the applicant's name.

Processing time

According to the portal, a standard e-visa is issued within 3 working days and an urgent one within 3 hours, including holidays and non-working days. A standard e-visa can start no earlier than 3 working days after submission; an urgent one is valid from the day it is issued.

Latest safe dates for a 20 December to 5 January trip

This is our own arithmetic from the official windows, not a promise. 20 December 2026 is a Sunday, and Azerbaijan has no public holidays in mid-December. With 16, 17 and 18 December as the three working days, the last day to file a standard application is Tuesday 15 December 2026.

We recommend applying by about 1 December. A refusal then still leaves time to re-apply at an Azerbaijani embassy; the Embassy in New Delhi says its visa process generally takes 5 to 10 working days. The 3-hour urgent e-visa is a last resort.

Passport rules

The passport needs to stay valid at least 3 months beyond the e-visa's expiry. By our arithmetic, an e-visa starting on 20 December 2026 runs to about 19 March 2027, so the passport should be valid until at least about 19 June 2027. The e-visa is tied to the passport used to apply, and travelling on a different document makes it invalid.

Rules for UAE Residents and Other Nationalities

Skiers flying from the UAE hold many passports, so the rules below, as of October 2026, split by nationality and residence.

Indians living in the UAE

An Indian with a UAE resident visa has two options: the ASAN e-visa described above, with a published fee and a decision before departure, or the airport visa for UAE resident-visa holders, for up to 30 days. The MFA wording is a resident visa valid for "more than 6 months", so we recommend having more than 6 months left on the day you land.

The official pages we reviewed do not state the fee for this airport visa or the documents checked on arrival. For a holiday with fixed dates, the e-visa removes that uncertainty.

Other nationalities in the UAE

  • Pakistani, Nepali, Sri Lankan, British and US passports: on the e-visa list, same process as Indians
  • Philippine, Bangladeshi and Egyptian passports: not on the e-visa list as we read it in October 2026 (check the countries page on evisa.gov.az before booking), so the options are the UAE-resident airport visa or an embassy visa
  • Saudi, Omani, Kuwaiti and Bahraini citizens: visa-free up to three times, up to 30 days per visit, until 15 February 2027
  • Qatari citizens: visa-free for 30 days

Residents of Saudi Arabia, Oman, Bahrain, Qatar or Kuwait with a residence permit valid for more than 6 months can also get an airport visa of up to 30 days, according to the MFA.

Embassy visa through the UAE missions

Those who cannot use the e-visa can apply for a regular visa at the Azerbaijani Consulate General in Dubai or the Embassy in Abu Dhabi. For non-UAE nationals, the Dubai consulate asks for the original passport with a clear visa page, a passport copy, a valid UAE resident visa and two colour photos on a white background taken within the last 6 months. Under MFA rules, embassy visa applications are decided within 15 days at most.

Registration, Insurance and Border Checks

Registration for stays over 15 days

According to the State Migration Service and the e-visa conditions, foreigners staying more than 15 days need to be registered at their place of stay. A 20 December to 5 January trip is 17 days, so it counts. The hotel, guesthouse or apartment owner files the registration, with no state fee.

Moving from Baku to Shahdag changes the place of stay, and registration at the new place is due within 5 working days of arrival. Overstaying or skipping registration brings administrative liability under Article 575 of the Code of Administrative Offences. The ASAN Visa FAQ still mentions 10 days, while the law uses 15, so we recommend asking each hotel to register you at check-in.

Insurance

The e-visa conditions published on the portal do not list travel or medical insurance, though no official page says it is waived either. For embassy visas, the MFA asks for a medical insurance certificate if the host does not cover medical costs.

We recommend a policy that covers winter sports. Shahdag has a rescue service on all slopes and a medical centre at Zirve Hotel, but insurance is what pays the medical bills.

At the border

Entry by air is open to all foreigners. Entry by land, apart from freight, needs permission from the Task Force under the Cabinet of Ministers. Decision No. 303 of 17 September 2026 extended this special quarantine regime until at least 06:00 on 2 January 2027, as of October 2026; it has been extended repeatedly, and what happens after that date is not yet known.

The Baku-Tbilisi train carries only Azerbaijani citizens and foreigners with visa-free entry rights, so Indian e-visa holders arrive by plane. Leaving Azerbaijan by land is allowed without permission.

Getting to Shahdag and Season Dates

Skiers fly into Baku. Shahdag Tourism Center is 212 km from the capital, and the resort lies 29 km from the town of Gusar. Winter 2026-27 flight schedules from India and the UAE are best checked directly with the airlines.

By bus and taxi

  • Buses to Gusar leave every half hour from 07:00 to 18:00 from the second floor of Baku International Bus Terminal; the fare is 6.49 AZN
  • From Gusar Central Bus Station, a taxi to the resort costs about 10-15 AZN
  • Return buses from Gusar to Baku run every half hour from 07:00 to 17:30, also 6.49 AZN

These fares are as published by the resort in October 2026. The resort also names Go2shahdag as a local partner for minibus transfers from Baku and other regions; its official page gives no prices or schedules, so compare it with other options.

The ski area and the 2026-27 season

According to the resort, the ski area spans 1,435 to 2,552 m of altitude, with 37 slopes over 45 km.

As of 8 October 2026, shahdag.az has not published 2026-27 season dates or ski-pass prices. Past seasons give only a rough guide: official opening events of the winter season were held on 18-19 December 2025 and 16-17 December 2023. Those were not confirmed lift-opening dates, so check the resort's site before booking the first days of the season.

Recent Changes (2025-2026)

  • Mid-2025: the e-visa service fee rose from USD 5 to USD 9, taking the standard total to USD 29
  • 15 February 2026: Saudi, Omani, Kuwaiti and Bahraini citizens became visa-free for up to three 30-day visits until 15 February 2027
  • 19 February 2026: the State Migration Service announced a single-entry 30-day airport tourist visa for holders of Saudi, Omani, Kuwaiti, Bahraini or Qatari residence permits, running to 15 February 2027
  • 25 May 2026: the Azerbaijan-Georgia rail link reopened, for Azerbaijani citizens and visa-free nationalities only
  • 1 July 2026: a one-year visa-free scheme (three entries of up to 30 days) began for Japanese and Korean citizens, followed on 1 August 2026 by Bosnian and Singaporean citizens
  • 27 July 2026: a presidential decree made extensions of stay fully digital
  • 17 September 2026: the regime restricting land entry was extended until at least 2 January 2027

The State Programme for Tourism Development 2026-2030, approved by Presidential Order No. 1182 of 20 August 2026, plans to add e-visa countries and to keep the airport visa for Gulf residents, possibly without an end date. These are plans, not rules in force.

FAQ

Can Indians get a visa on arrival in Azerbaijan?

Not on an Indian passport alone, as of October 2026. E-visa eligibility does not give a right to a visa at the border. The exception is residence-based: Indians with a UAE resident visa valid for more than 6 months can get an airport visa of up to 30 days.

How much is the Azerbaijan e-visa for a Shahdag trip?
