Spain Visa From Saudi Arabia - 2026 Quick Answer

Residents of Saudi Arabia apply for a Spanish Schengen visa at a BLS International centre in Riyadh or Jeddah, and the Embassy of Spain in Riyadh decides. Spain has no Consulate General in Jeddah. Its offices there and in Al-Khobar/Dammam are honorary consulates, and no official source says they handle visas.

  • Who can apply: Saudi nationals and legal residents whose residency covers the whole trip until return.
  • Cost for one adult, as of 27 October 2026: the SAR 396 visa fee plus the SAR 85.10 BLS fee, about SAR 481.10 by our count.
  • Timing: 15 calendar days by law, extendable to 45. BLS reports an average of 12-15 working days for non-Saudi applicants.
  • When to apply: from six months to 15 days before travel, with the trip at least 15 days after the appointment.

Visarun is a visa agency. We help residents prepare and check the file before the BLS appointment. The decision is the Embassy's, and nobody can promise an outcome.

Where to Apply - The Embassy in Riyadh and BLS Centres

The Embassy in Riyadh takes applications from third-country nationals living in its consular district who travel to Spain as their only or main destination. Files are lodged in person and by appointment, with proof of residence in the district. Its directory names BLS as the external service provider in Riyadh and Jeddah.

Both BLS centres work Sunday to Thursday:

  • Business hours: 8:00 to 17:00
  • Submissions: 8:00 to 14:00
  • Passport collection: 14:00 to 16:00

The Jeddah centre is in Al Ruwais, but BLS and the Embassy list different addresses, so check the contact page on the official BLS Spain Saudi Arabia website first.

BLS lists no Spain centre in the Eastern Province. Residents of Al Khobar and Dammam travel to Riyadh or Jeddah, or ask BLS about mobile biometrics, with documents and fingerprints collected at a place you choose. As listed on 27 October 2026, this costs SAR 1,800 for 1-5 applications, before VAT, non-refundable and within a centre's city limits (beyond them, BLS asks you to phone its call centre). The table does not say if that is per application or per visit, so ask BLS. It does not bring an earlier appointment.

The Commission's 2025 statistics list only Riyadh for Spain in Saudi Arabia, which fits files from both centres being decided there. A visit-visa holder is legally present but not resident and, under Article 6 of the EU Visa Code, has to justify applying in the Kingdom.

Booking an Appointment

BLS takes Spain bookings only on its official website and calls intermediaries selling slots under its name a fraud. Its staff never take money to get or speed up an appointment or a decision, and the centre does not prepare applications. The service fee is paid online to confirm the slot and is not refunded, whatever happens.

  • The Embassy accepts files from six months to 15 days before travel (seafarers nine months), and BLS only trips within 180 days.
  • BLS 15-day rule: travel has to be at least 15 days after the appointment, with flight and hotel bookings to match, or the centre will not take the file and refunds nothing.
  • Article 9 of the Visa Code says appointments should normally come within two weeks of a request. BLS publishes no waiting times, so we recommend booking early before peak seasons.

Applicants attend in person, and those aged 12 and over give fingerprints. Parents or legal representatives lodge for minors. Under-12s give no fingerprints, and anyone fingerprinted in the last 59 months is exempt but still lodges in person. Since 1 July 2026, children under six need their own online appointment. Domestic workers, housemaids and nannies book individually.

Extras listed on 27 October 2026, before 15% VAT: Prime Time after-hours submission at SAR 192.50 per application, Premium Lounge at SAR 452 (per-person basis not stated) and passport courier at SAR 88 plus a compulsory SAR 11 courier assurance per person. BLS says none affects the decision or the speed. Centres close on 6 and 25 December 2026.

Documents for Iqama Holders

Your residency has to cover the entire trip until the return date, and the exit re-entry visa the stay. Italy's Jeddah consulate and Germany ask for three months beyond the return, so Spain's bar is lower. Our advice, not a Spanish rule: keep a margin, since a single-entry visa usually carries a 15-day period of grace and late renewals are a common pitfall.

The Embassy's checklist for non-Saudi citizens asks for:

  • The application form in English and signed (BLS takes English or Spanish forms only), plus two recent photos on white, men without head cover.
  • A passport issued within ten years, with two blank pages and at least three months of validity after the stay, plus copies of the bio page and of Schengen visas and stamps from the last five years. We count from the visa's last valid day.
  • Copies of your iqama, exit re-entry visa and family members' iqamas, translated into English, plus an Absher Resident Report.
  • An original employer letter with position, salary, start date, contract and renewal dates, trip purpose, who pays and a guarantee of return, attested by a Chamber of Commerce for private employers. Government staff bring a colour letter with an original stamp, the self-employed a translated Commercial Registration.
  • Six months of original bank statements showing salary paid in the Kingdom and a balance that covers the trip, bank-stamped and in English, or online with a QR code. Cash salaries need a company letter. No minimum balance is published.
  • Return flights from the Kingdom, accommodation for the whole trip, a trip plan in English and intra-Europe bookings showing Spain as the longest stay. Private visits need an original invitation letter issued by the police in Spain.
  • Medical insurance of at least EUR 30,000 valid across Schengen, including repatriation and emergency treatment.
  • Proof of residence in the consular district.

Translations come from a certified translation office. Dual nationals, or holders of two passports, apply with the one registered under the iqama and exit re-entry visa.

A child travelling with one parent needs the other parent's notarised authorisation through Najiz (Ministry of Justice), translated into English and apostilled on the MOFA portal, unless a custody deed favours the travelling parent. For other papers for minors, ask BLS. Files missing the basics (form, photo, passport, fee) or a signature are not accepted.

Fees and Processing Time

As listed by BLS on 27 October 2026:

  • Visa fee from age 12: SAR 396
  • Children aged 6 to 11: SAR 198
  • Under six on the submission date: free
  • BLS service fee: SAR 74 plus 15% VAT, so SAR 85.10 (under-sixes exempt)

The visa fee is paid at the centre in cash or by debit or Mada card, the service fee online at booking, and neither is refunded. EU law fixes the fee at EUR 90, or EUR 45 for children 6 to 11, and caps the provider fee at half of it. By our calculation SAR 396 is about EUR 90 at 4.40 riyals per euro, and BLS says the SAR amount can change without notice.

The legal decision period is 15 calendar days from the day after submission, up to 45 if the Embassy asks for an interview or more documents, and some nationalities need consultation with central authorities. BLS quotes averages, not guarantees: 10-15 working days for Saudi nationals and 12-15 for non-Saudis, roughly three calendar weeks for iqama holders.

Late applicants sign a BLS declaration accepting a 15-day processing time without status updates, going by a form whose file name dates it to 2016, so check whether it still applies. BLS gives no status by phone or email. Track the file with your receipt code on the Spanish foreign ministry's portal, or on the BLS portal by reference number and date of birth.

The BLS FAQ, partly outdated, says a representative can collect your passport with your authorisation letter, a photo ID copy and the original receipt, which is worth confirming at the counter.

Multiple-Entry Visas and Main Destination

Under Article 5(1) of the Visa Code, the file goes to the sole destination, or to the main one by days or purpose, and only failing that to the country of first entry. BLS reads it as the longest stay, or first entry if stays are equal. So Spain has to be your main destination and longest stay.

Commission Implementing Decision C(2024) 2689 of 22 April 2024 gives Saudi nationals living in the Kingdom a five-year multiple-entry visa when they meet the entry conditions, ending three months before passport expiry if the passport runs out first. Iqama holders, including Bahraini, Kuwaiti, Omani and Qatari residents, follow the Article 24(2) ladder instead:

  • One year, after three visas lawfully used within two years
  • Two years, after a one-year visa lawfully used within the previous two years
  • Five years, after a two-year visa lawfully used within the previous three years

Article 24(2c) lets a consulate give up to five years to frequent travellers with a clean visa record, at its discretion. In 2025, 85.2% of the 55,954 visas Spain issued in Riyadh were multiple-entry, against 92.5% across all Schengen consulates in the Kingdom. Both figures mix citizens and residents and do not predict an iqama holder's result. For a multiple-entry visa, insurance has to cover the first trip, with a pledge to buy cover for later ones.

If Your Spain Visa Is Refused

Refusals come in writing on the EU standard form, with reasons. Article 32 of the Visa Code lists grounds such as an unjustified purpose of stay, insufficient means, and reasonable doubts about documents, statements or the intention to leave on time. Appeals follow Spanish law:

  • Recurso de reposición: an optional request to the Embassy to reconsider, filed within one month of the day after notification. The Embassy has up to a month to answer, and no court case can be filed meanwhile. Silence after that month can count as a dismissal.
  • Judicial review at the High Court of Justice of Madrid, within two months of receiving the refusal or the reconsideration dismissal. This usually needs a lawyer.
  • A new application with the gaps fixed, paying both fees again.

No fees are refunded. Visarun can help prepare a reapplication or a reconsideration letter, without guaranteeing the result. In 2025 the not-issued rate was 2.77% for Spain in Riyadh (58,670 applications), against 14.55% for Spain worldwide and 5.17% for all Schengen consulates in Saudi Arabia. These figures mix citizens and residents and say nothing about one file.

Recent Changes (2025-2026)

  • 11 June 2024: the visa fee rose to EUR 90 for adults and EUR 45 for children 6 to 11.
  • 12 October 2025: the EU Entry/Exit System started, fully operational since 10 April 2026. It records fingerprints and a facial image at the external border instead of passport stamps.
  • 1 July 2026: children under six need their own BLS appointment.
  • BLS now takes its service fee online at booking.
  • 15 October 2026: the GCC-EU summit set for Riyadh on 24 October was postponed, and we found no new date as of 27 October 2026.
  • 19 October 2026: the Council of the EU approved conclusions launching a visa waiver process with Saudi Arabia. A waiver depends on benchmarks being fully met, Saudi citizens still need a visa, and it would not cover iqama holders.

FAQ

Is there a Spanish consulate in Jeddah that issues visas?

No. Spain's office in Jeddah is an honorary consulate with no stated visa role. Jeddah residents apply at BLS Jeddah, and the Embassy in Riyadh decides.

Can I apply from Al Khobar or Dammam?

Not locally. BLS has no Spain centre in the Eastern Province, so residents travel to Riyadh or Jeddah or ask BLS if its paid mobile biometrics can reach them.

How long should my iqama be valid?

Until you return from the trip, with an exit re-entry visa covering the stay. We suggest a margin beyond that.

How much does a Spain visa cost from Saudi Arabia?

About SAR 481.10 for an adult as of 27 October 2026: SAR 396 plus the SAR 85.10 BLS fee. Children aged 6 to 11 pay a SAR 198 visa fee.

Do Saudi citizens need the same documents as iqama holders?

No. Saudis give three months of bank statements and an ID or birth certificate with a family card in English. Iqama holders give six months of salary statements plus iqama, exit re-entry and Absher papers.

Can someone else submit my application?

No. Applicants attend in person, and parents lodge for minors. The BLS FAQ says a representative can collect the passport, which is worth confirming at the counter.

Will an iqama holder get a five-year Spain visa?

Not automatically. The five-year rule is for Saudi nationals. Residents follow the one, two and five-year ladder, with longer visas at the consulate's discretion.

Does the EU visa waiver for Saudis help residents?

No. The process only started on 19 October 2026, has no date and would not cover iqama holders.
