The UAE publishes no list of high-risk nationalities. What is documented, what is only reported, and what actually changes a second application.

That is where published sorting by nationality stops. There is no UAE list of high-risk or banned nationalities, and no definition of the term on u.ae, icp.gov.ae or gdrfad.gov.ae. Any site offering a restricted-countries list for 2026 is guessing.

ICP and GDRFA - Two Systems, Two Sets of Rules

u.ae names two issuing bodies: the Federal Authority for Identity, Citizenship, Customs and Port Security, known as ICP, and the General Directorate of Identity and Foreigners Affairs in Dubai, GDRFA. ICP covers Abu Dhabi and the northern emirates; Dubai runs its own channel.

ICP describes the visa as an entry permit issued for tourism, visit or treatment. Its visitor service card gives a two-day completion time and fees of AED 100 each for the application, the issuance and the smart service, plus a refundable financial guarantee of AED 1,000 on a single-entry visit visa, current as of September 2026 and worth rechecking on icp.gov.ae.

Few applicants file directly. u.ae states that tourist visas can be applied for through airlines, hotels and travel agents, and according to Gulf News reporting in October 2025, an applicant not eligible for a visa on arrival can still visit but needs a sponsor or guarantor.

Two systems means two separate filings, not one queue. A different channel is worth considering rather than assuming, but any absconding record or entry ban has to be cleared first, and Gulf News notes that a ban must be lifted in the emirate that issued the previous visa.

Nationalities and Profiles Reporting the Most Refusals

Pakistan is where the record is least settled. According to Dawn reporting in November 2025, Pakistan's Additional Interior Secretary told a Senate committee that the UAE had not been issuing visas to Pakistanis except holders of blue and diplomatic passports. The same day, according to Khaleej Times reporting in November 2025 quoting an unnamed senior UAE embassy official in Islamabad, there is no ban on visas for Pakistani citizens. Both are dated 27 November 2025 and neither was withdrawn, so we give both.

According to Dawn reporting in November 2025 citing named Karachi travel agents, first-time single-entry Dubai applications were refused far more often than family-sponsored ones, which those agents put down to insufficient funds, previous overstaying, unclear financial documentation and, as their own inference rather than a published criterion, applicant age under 40. Those are agency observations, not statistics: the UAE publishes no refusal-rate data.

Egyptians have a rumour cycle and an official answer. According to Khaleej Times reporting in August 2026, Egypt's Assistant Foreign Minister for Consular Affairs said reports of mass layoffs and visa cancellations of Egyptians in the UAE were untrue, with an investigation finding only individual cases of illegal stay under a law that applies to all nationalities.

Why Strong Profiles with Schengen or US Visas Still Get Refused

ICP states that a visit visa may be extended once or several times, provided the total period of stay does not exceed 120 days, and its FAQ adds that extensions come at the authority's decision rather than by right. Older media figures naming a fixed number of extensions are outdated. The ICP extension service prices it at AED 100 plus an AED 500 extension fee, as of September 2026.

Change of status from a visit visa to a residence visa is handled as a separate application through the sponsor, and the time allowed to complete it is not published as a fixed figure on the official portals, so applicants typically confirm the current window with ICP or GDRFA before their visit visa expires.

Two different transactions get merged. Job hunting has a legal channel. The jobseeker visit visa allows a search for work without a UAE host or sponsor for 60, 90 or 120 days, though eligibility runs through MOHRE skill levels one to three, or graduation from a top 500 university within the last two years, with a bachelor's degree and a financial guarantee. Recent Changes (2025-2026)

Dated changes, most recent first:

  • July 2026 — according to Khaleej Times reporting that month, Dubai single-entry tourist visas can be approved within 48 hours, and the 30-day grace period for visitors whose overstay fines had been waived because of regional airspace closures closed on 9 July 2026.
  • June 2026 — ICP extended its entry visa scheme to nationals of Indonesia, Vietnam, Thailand, the Philippines, Kenya and South Africa who also hold a residence permit from an approved country, the approved list now adding Singapore, Japan, South Korea, Australia, New Zealand and Canada to the US, the UK and EU member states, at AED 100 for the 14-day permit and AED 250 for the 60-day.
  • June 2026 — according to Khaleej Times reporting that month, the Ebola-related suspension took effect at 1pm on 6 June 2026 and exempted travellers who had spent more than 21 days outside the three countries.
  • September 2025 — ICP added four visit visa categories and set sponsor income thresholds of AED 4,000 a month for a first-degree relative, AED 8,000 for a second or third-degree relative and AED 15,000 for a friend.

According to Khaleej Times reporting in April 2025, the UAE ambassador to Pakistan said visa issues had been resolved and Pakistanis could obtain a five-year multiple entry tourist visa without a guarantor; according to Khaleej Times reporting in January 2026, the two countries then agreed pre-immigration clearance checks before travel, announced as a Karachi pilot with no published rollout date.

One correction: according to The National reporting in June 2026, the Lebanon measure lifted on 29 June 2026 concerned Emiratis travelling to Lebanon, not Lebanese applying for UAE visas.

FAQ

Is high-risk nationality an official UAE category?
