Do GCC Residents Need a Visa for the UAE? (2026 Quick Answer)

It depends on your passport, not your residence. GCC citizens need no visa. For other nationalities, the UAE government portal says some get a visa on arrival and others apply in advance.

A Saudi, Qatari, Kuwaiti, Omani or Bahraini residence permit does not change that. According to the government portal (updated on 1 October 2026), GCC residents and their companions apply online and hold the visa before they arrive.

UK, US, Canadian and EU passports are visa-free on the UAE Ministry of Foreign Affairs list. Indian, Pakistani, Filipino, Egyptian, Bangladeshi, Sri Lankan and Nepali passports are marked "Visa Required", and for them the GCC resident eVisa is the main route.

The eVisa in brief, as of October 2026:

  • GCC residence valid for at least one year from arrival
  • Passport valid for at least six months from arrival
  • Profession on the approved list, assessed by the authorities
  • Permit valid 30 days from issue, 30-day stay, one 30-day extension
  • Online via GDRFA Dubai or ICP, about 48 hours at GDRFA

The GCC Resident eVisa - Who Qualifies

GDRFA Dubai grants this visa to foreign nationals living in a GCC member state, plus their family members and accompanying domestic workers who live with them. The traveller cannot be under any UAE entry restriction and needs a valid GCC residence permit.

Family members and domestic workers

According to Gulf News (October 2024), dependants such as family members or domestic workers will not be approved unless the GCC resident travels with them. The current government page no longer carries that note, so we recommend confirming it with GDRFA or ICP.

According to applicant reports on Reddit in October 2026, a Pakistani student raised in Qatar on his father's sponsorship had a QID with no occupation listed. He was weighing a standard tourist visa against the GCC resident permit.

Official pages do not cover such cases, so the authority decides. A standard tourist visa is the usual alternative, with no promise of approval either way.

Profession and Residence Permit Conditions

The government portal, updated on 1 October 2026, lists three conditions, and GDRFA Dubai repeats the profession rule:

  • GCC residence permit valid for at least one year from arrival
  • Passport valid for at least six months from arrival
  • Profession on the approved list, subject to evaluation by the authority

The approved professions list

The list is still applied, but neither the portal nor GDRFA publishes it. The only official description is in ICP's 2024 service guide: categories authorised to enter, or skilled workers of the first, second or third level under the approved work rules. Being a 2024 document, it shows the logic rather than settling individual cases.

Documents GDRFA asks for

  • Recent colour photo on a white background
  • Certified passport copy, including the outer cover, valid for six months or more
  • Residence permit copy or electronic extract showing the profession and validity

According to ICP's 2024 service guide, the ICP route may also ask for UAE-valid health insurance and a refundable guarantee.

What can go wrong at the border

Gulf News (October 2024), quoting the government portal at the time, reported that entry is refused if the residence visa is expired or cancelled on arrival, or if the profession changed after the permit was issued.

If you do not meet the conditions

The fallback is the standard ICP visit visa. ICP lists stays of 30, 60 or 90 days, extendable up to 120 days in total, with UAE-valid health insurance, a six-month passport and a return ticket.

How to Apply - ICP, GDRFA and Airline Routes

The government portal links two official e-services: GDRFA Dubai's "Entry permit for residents in the GCC countries" and ICP's "Issue entry permit for GCC resident". According to Gulf News (July 2026), Dubai trips generally go through GDRFA and the other six emirates through ICP.

GDRFA Dubai, step by step

  • Register as a user on the GDRFA Dubai smart services website
  • Choose the GCC resident entry permit and fill in the details
  • Attach the photo, passport copy and residence permit copy
  • Pay the fees and receive the visa by email once approved

GDRFA quotes 48 hours, and the service runs 24/7.

ICP and other channels

ICP takes applications through its Smart Services website and the ICP App, with UAE Pass login according to its visa-issuance card. According to the government portal (July 2026), permits can also be filed through the Dubai Now app and typing centres registered by ICP or run by GDRFA.

Airlines, licensed travel agents and UAE hotels can arrange a standard tourist visa, usually when you fly with the airline, buy the ticket through the agent or hold a booking with the hotel. UAE embassies do not issue tourist visas.

Visarun is a visa agency, not an issuing authority. We help prepare and check the application, while ICP or GDRFA makes the decision, and approval is never guaranteed.

Fees, Validity and Extensions

As of October 2026, the GDRFA Dubai fee card shows:

  • Application fee: AED 100
  • Issuance fee: AED 100
  • Service fee: AED 52.5

That is about AED 252.5 at the time of writing, with the final amount shown at payment. Gulf News (July 2026) reported AED 250 plus 5% VAT.

ICP shows its own total. Its 2024 service guide mentions health insurance and a refundable AED 1,000 guarantee for one trip, which may or may not apply on the live portal.

Validity

  • Entry permit valid for 30 days from the date of issue
  • Stay of 30 days from the date of entry
  • One extension of 30 days

Extensions

GDRFA Dubai's extension service for GCC residents, as of October 2026:

  • One extension for the same duration, by decision of the issuing authority
  • Fee of AED 600 plus 5% VAT
  • Inside the UAE, an extra AED 500 plus the Knowledge and Innovation Dirhams at AED 10 each
  • Online with UAE Pass or a username, or at an Amer centre, in about 48 hours

ICP shows its own extension fee in its portal.

Refusals and refunds

ICP refunds issuance fees when a service is not completed, but not application or service fees, so a refusal usually still costs that part. The GDRFA card is silent on refunds.

Visa on Arrival for Certain Passports

Some Gulf expats skip the eVisa because their passport already gets them in. The Ministry of Foreign Affairs list marks each nationality "Visa Free" or "Visa Required", with 90 and 107 entries respectively on 22 October 2026.

Visa-free passports

  • United Kingdom, United States, Canada
  • EU states such as Germany, France and Ireland
  • China, Malaysia, Kazakhstan
  • All GCC states

The ministry gives no stay lengths. According to Emirates, Irish, Malaysian and Kazakh passports get a free 30-day visit visa, while UK, US, Canadian, Chinese and other EU passports get a multiple-entry 90-day visa valid for six months. This is an airline summary, not an official rule.

Visa-required passports

  • India, Pakistan, Bangladesh, Sri Lanka, Nepal
  • The Philippines, Indonesia
  • Egypt, Jordan, Lebanon, Syria, Sudan, Iraq, Yemen, Morocco, Tunisia
  • Kenya, Ethiopia, Nigeria

The 14-day and 60-day visa does not cover GCC residents

Since 25 June 2026, ICP offers this visa to nationals of India, Indonesia, Vietnam, Thailand, the Philippines, Kenya and South Africa with a residence permit from the US, an EU state, the UK, Singapore, Japan, South Korea, Australia, New Zealand or Canada. The 14-day visa costs AED 100 and can be extended once. The 60-day visa costs AED 250, single entry, with no extension.

GCC residence permits are not on that list, so an Indian or Filipino expat in Riyadh or Doha cannot use this scheme on that residence alone.

Driving or Taking the Bus Across the Border

By road, as by air, a "Visa Required" passport needs the visa issued before travel.

Land crossings

ICP's federal land ports include:

  • Al Ghuwaifat, on the Saudi border
  • Khatm Al Shiklah (Al Shaklah) in Al Ain, which ICP said in October 2026 uses the One-Stop System and UAE Fast Track
  • Mezyad, Hili, Al Darah and Mudhief

For drives from Oman, Gulf News also names Dibba, Khatmat Milaha and Hatta/Al Wajajah. We found no official rules for the Hatta crossing, so it is worth checking with the authorities first.

From Qatar, Kuwait or Bahrain

The road crosses Saudi Arabia, so you also need permission to enter Saudi Arabia. Saudi rules are a separate topic, worth checking before planning the drive.

Driving your own car

According to Gulf News, citing WAM, foreign-registered vehicles entering at Al Ghuwaifat have needed insurance since 26 June 2023 under an ICP resolution. The report says the policy can be bought up to 10 days ahead through the Aber app, which accepts GCC plates, though the app may now be called UAE Aber.

Taking the bus

We could not verify cross-border bus schedules, fares or passenger rules from an official operator, so it is best to check with the operator directly.

No official statement says whether a printed eVisa is needed at land borders. We recommend carrying a printed copy as well as the email.

Recent Changes (2025-2026)

June 2026: wider 14-day and 60-day entry visa

On 25 June 2026 ICP opened this visa to six more nationalities alongside India. GCC residence still does not qualify.

October 2026: profession test still in place

The government portal page updated on 1 October 2026 keeps the profession condition and the one-year residence rule. The latter is not new. Gulf News reported a three-month minimum in August 2022, and the portal required one year by October 2024.

Unified GCC tourist visa: not launched

As of October 2026, the single Gulf visa is still a project:

  • 6 September 2026: the GCC Secretary-General said it would "see the light soon" but gave no date, cost or process, according to Khaleej Times
  • 10 September 2026: at the GCC tourism ministers' meeting in Manama, Qatar Tourism called for accelerating its implementation, according to the Qatar News Agency
  • 30 September 2026: the 42nd meeting of GCC passport directors-general in Bahrain discussed the latest developments, according to Bahrain's passports authority

UAE-Bahrain one-stop travel

The UAE-Bahrain one-stop air travel pilot, launched in February 2026, is aimed at GCC citizens, according to Khaleej Times. It does not replace the eVisa for expats.

FAQ

Can I enter the UAE with just my Saudi iqama?

Not with a "Visa Required" passport. GCC residents apply online and hold the visa before arrival.

How long does the GCC resident eVisa take?

GDRFA Dubai quotes 48 hours, with the visa sent by email once approved.

How much does the UAE visa for GCC residents cost?

About AED 252.5 through GDRFA Dubai as of October 2026. ICP shows its own total.

My residence card does not show a profession. Can I still apply?

The official pages do not answer this directly. Gulf News (October 2024) reported that dependants are approved only when the resident travels with them, which is worth confirming with GDRFA or ICP. Otherwise a standard ICP tourist visa is the usual alternative.

Is there a list of nationalities that cannot get this visa?

The UAE has not published one. In November 2025 Khaleej Times reported conflicting official statements about Pakistani passports, with a UAE embassy official saying there was no visa ban. No refusal statistics are published.

Can I get the 5-year multiple-entry tourist visa instead?

It is self-sponsored and open to all nationalities. The government portal asks for a USD 4,000 balance over the last six months, UAE health insurance for 180 days and a return ticket. GDRFA Dubai shows a total of AED 3,713, including an AED 3,000 guarantee. Stays run up to 90 days, extendable, with a cap of 180 days a year.

Can a UAE resident apply for the 5-year visa before moving to Riyadh?

According to applicant reports on Reddit in October 2026, a UAE resident relocating to Riyadh asked exactly this. No official page answers it, so it is best confirmed with GDRFA or ICP before cancelling a UAE residence.

What happens if I overstay?

ICP lists a fine of AED 50 per day beyond the permitted period. A 30-day extension, requested before the stay runs out and approved, avoids it.

Is the unified GCC tourist visa available yet?

No. As of October 2026 it has not launched, and no date or fee has been published.
