What investigators found

Europol supported a Dutch-led investigation into human trafficking for labour exploitation of mainly Indian nationals in the restaurant sector, involving authorities from Belgium, Germany, Luxembourg, the Netherlands and Switzerland. The coordinated action on 18 September 2026 led to two arrests.

Investigators say the suspects used a Dutch provision that let companies bring specialist Asian chefs through a relatively simple process. More than 70 combined work and residence permits were issued on applications from three Indian restaurant chains. Some workers were employed not as chefs but as dishwashers, cleaners, waiting staff or restaurant managers.

According to the Netherlands Labour Authority, the workers were allowed 38 hours a week but are believed to have often worked 60 to 80 hours, with no extra pay for the hours above 38. Europol says the traffickers allegedly forced victims to work up to 16 hours a day, underpaid them and impeded them from leaving the country, and estimates illicit profits of at least EUR 4 million. Belgium's embassy in India says official visa emails come only from [email protected] or [email protected], and that applicants are never asked to pay into a private Indian account: all payments go through VFS or DVZ in Belgium. VFS Global says it never asks for upfront payments by email, SMS or call, and is not involved in job placement.

How to Verify a Job Offer and a Work Permit

According to the MEA, a valid job offer comes with an employment contract signed by the foreign employer, the recruiting agent and the worker, stating the terms and salary, and lets the worker travel on an employment or work visa, not a tourist visa. Reputed foreign employers normally cover airfare, boarding and lodging, and insurance.
