Canada Visitor Visa from the UAE - 2026 Quick Answer
Living in Dubai or Abu Dhabi does not change what Canada asks for. Your passport decides. Indian, Pakistani, Egyptian, Afghan, Bangladeshi, Sri Lankan and Nepali citizens need a visitor visa (a temporary resident visa, or TRV) even with a UAE residence visa. Emirati citizens need only an eTA.
The short version, as of October 2026:
- Application: online, on the IRCC Portal or an IRCC secure account.
- Fees: CAD 100 for the visa plus CAD 85 for biometrics, so CAD 185 per person, with family caps of CAD 500 and CAD 170.
- Biometrics: at VFS Global in Dubai or Abu Dhabi, within 30 days of the date on your biometric instruction letter.
- Processing: 56 days for visitor visas applied for from the UAE and 72 days for super visas, per IRCC data updated on 21 October 2026.
- After approval: a passport request letter, then the visa is placed in your passport.
VFS has announced new charges from 1 November 2026, so we recommend checking IRCC and VFS UAE before paying.
Who Needs a Visitor Visa and Who Can Use an eTA
IRCC decides by citizenship, so UAE residence does not change the answer.
Passports that need a visitor visa
India, Pakistan, Afghanistan, Egypt, Bangladesh, Sri Lanka, Nepal, Jordan, Lebanon, Syria, Iran and Nigeria are on IRCC's visa-required list. Their citizens need a valid visitor visa and a valid passport to visit or transit through Canada, by any method of travel.
Filipino passport holders
The Philippines is on a closed list of visa-required countries whose citizens may use an eTA instead. That works only for a temporary stay, arriving by air, with either a Canadian visitor visa held in the past 10 years or a valid US non-immigrant visa. The US visa only has to be valid on the day of the eTA application. Arriving by car, bus, train or boat still requires a visitor visa.
The same route covers Indonesia, Malaysia, Thailand and Mexico, among others, but not India, Pakistan, Egypt, Afghanistan or Bangladesh.
Emirati citizens
UAE nationals are on the eTA-required list and need an eTA to fly to or transit through a Canadian airport. If an Emirati employer travels with you, they apply for an eTA while you apply for a visa.
Applying Online on the IRCC Portal from the UAE
IRCC requires online applications, through the IRCC Portal, its new version or the IRCC secure account. Paper is allowed only in specific cases, such as a disability or travel on a document issued to a refugee, stateless person or non-citizen.
There is no need to fly home to apply. Anyone can apply online, and paper applicants legally admitted to the UAE can apply through a visa application centre (VAC) there. IRCC's UAE package includes the checklist IMM 5484, the visa office instructions IMM 5853 and the form IMM 5257. Each applicant fills out and signs their own form, family members included.
The 10-year history
IMM 5257 asks for your employment or activity over the past 10 years. People who are not working describe what they do now, such as studying or being retired, and retirees give the 10 years before retirement. We recommend covering every period, gaps included, rather than leaving blanks.
Biometrics at VFS Dubai and Abu Dhabi
Most applicants aged 14 to 79 give fingerprints and a photo, once every 10 years. IRCC asks for the biometrics fee with the application to avoid delays. You then have 30 days from the date on the biometric instruction letter to attend.
The two VFS centres
According to the VFS UAE website in October 2026, the centres are in Wafi Mall, Dubai, and The Mall at World Trade Centre, Abu Dhabi, though addresses can change. VFS lists both as open Monday to Friday, 08:00 to 16:00, with a Friday break from 12:00 to 14:00. Hours and holiday closures can change too, so check VFS before visiting.
Appointments and repeat applicants
Biometrics are given by appointment. IRCC says appointments are free and tells applicants not to pay anyone for one. VFS UAE publishes no clear walk-in rule, so plan on booking. Biometrics given for a visitor visa stay valid for 10 years, even after a refusal, so a reapplication usually needs none.
Documents Checklist for UAE Residents
The core list comes from IRCC's UAE visa office instructions (IMM 5853, updated April 2026). Documents not in English or French need a certified translation, and everything goes in with the application. Missing documents can lead to refusal or delays. Fraudulent documents lead to immediate refusal.
Identity and UAE status
- A passport for each traveller, children included, with at least one blank page.
- A copy of your latest Gulf residence visa if it is not affixed in your current passport.
- Proof of legal status in the UAE, which IRCC asks of non-citizens of the country where they apply. For expats this is usually the residence visa and Emirates ID.
Passport validity
IRCC pages give different numbers. According to applicant reports on Reddit in October 2026, an Egyptian UAE resident with about five months of validity left noticed the same mismatch. Read together, the official wording is:
- The UAE checklist asks for validity of at least one month beyond your planned departure from Canada.
- IRCC's general page recommends six months from the date you plan to travel.
- A visa cannot be issued past the passport's expiry, so renewing first, where possible, leaves room for a longer visa.
Money and ties
- Bank statements or a bank book covering the past three months.
- Where relevant, an employment letter, pay slips, proof of pension, business registration or investments.
- If someone else pays: their signed letter explaining the relationship, a copy of their passport or photo ID and a bank certificate, all dated within three months of submission.
IRCC sets no minimum balance. The amount depends on the length of stay and whether you stay in a hotel or with friends or relatives. IRCC also looks for ties that will take you back, such as a job, home, assets or family. For a UAE expat, that evidence mostly sits in the UAE: residence status, employment, savings and family living with you.
Business trips
- Employees: letters from the employer and the Canadian host company stating the purpose and who pays the travel costs.
- Business owners: a copy of the trade licence showing its expiry date and number of shareholders, translated into English or French, plus three months of personal bank statements.
According to applicant reports on Reddit in October 2026, an Afghan passport holder working in the UAE for years was asked to accompany his Emirati employer on a business trip to Canada. No outcome was reported. Trips like this rest on clear employer letters and a named payer.
Purpose, family and background
- An invitation letter and host documents, event registrations and, where relevant, a flight itinerary, hotel bookings and travel insurance. IRCC only sometimes asks for an invitation, and it does not guarantee a visa.
- Minors travelling alone or with one parent: proof of custody or a consent letter from the other parent.
- A "yes" to any background question: a signed Schedule 1 (IMM 5257 SCH1).
Visarun helps UAE residents prepare and check their trip documents against this list. The decision belongs to IRCC, and no one can promise an approval.
Fees, Processing Time and Passport Requests
IRCC fees (as of October 2026)
- Visitor visa: CAD 100 per person, single or multiple entry, with IRCC choosing which to issue.
- Biometrics: CAD 85 per person.
- Family caps: CAD 500 in visa fees for 5 or more people applying at the same time and place, and CAD 170 in biometrics fees for 2 or more.
Fees are generally not refunded once processing starts, even after a refusal.
VFS charges in the UAE (as of October 2026)
The IRCC biometrics fee includes one package transmission of your passport from the VAC to IRCC and back. Under VFS charges in force since 1 May 2026, VAT included:
- Package transmission: AED 83.50 if you submit at a different VAC from the biometrics one, the included transmission was used, or no biometrics were needed.
- Optional courier passport collection or one-way submission: AED 23.50 each.
- Optional Premium Lounge: AED 569.25 per applicant.
VFS states that extras do not fast-track the application. VFS has announced new charges from 1 November 2026, with amounts not yet published on 22 October 2026.
Processing time
According to IRCC data updated on 21 October 2026, a visitor visa applied for from the UAE takes about 56 days and a super visa about 72. IRCC labels the tool as updated weekly. The estimate runs from a complete application to a decision, biometrics included, and is not a guarantee.
The figure follows the country you apply from. An Indian citizen applying from Dubai gets the UAE estimate of 56 days, not the 29 days shown for India that day.
Passport request
After approval, a passport request letter appears in your IRCC account. You cannot travel until the visa is placed in your passport, and IRCC expects the same passport used in the application.
- VFS asks applicants not to hand in passports before the letter arrives, and in families only after each person's own letter.
- The deadline is the one in your letter, as no official UAE figure is published. According to applicant reports on Reddit in October 2026, one person who applied from Spain got 30 days, a single case and not a rule.
- Submitting at the VAC where you gave biometrics for this application avoids the AED 83.50 fee. IRCC has not confirmed whether a passport can go in at a VAC in another country.
- According to VFS notices, VFS UAE offers an optional paid courier pick-up.
No official passport return time exists for VFS Dubai or Abu Dhabi, so leave a margin before booking flights.
Common Refusal Reasons and Reapplying
In May 2026, IRCC told the Commons immigration committee that most visitor visa refusals happen because the officer was not satisfied the applicant would leave Canada. The global refusal rate for temporary resident visas was 51% in 2025 (54% in 2024, 39% in 2023). These are global figures across all countries, and IRCC gave no separate UAE rate.
Typical weak points
- Thin evidence of the job, home, assets or family that will bring you back to the UAE.
- Unclear funds, sponsor documents or purpose of visit.
- Missing or untranslated documents.
- Misrepresentation, behind 7.1% of visitor visa refusals in 2025. A finding made outside Canada makes a person inadmissible for five years.
After a refusal
Since 29 July 2025, most refusals come with officer decision notes, sometimes partly removed. They show what the officer doubted.
There is no formal appeal. You can reapply with significantly changed circumstances or new information that answers the refusal reasons, or seek leave and judicial review at the Federal Court within 60 days for a decision made outside Canada. IRCC says reapplying with the same information, even through a consultant or agent, will likely not change the result, and hiring a representative does not raise approval chances.
Under section 91 of the Immigration and Refugee Protection Act, only Canadian lawyers and paralegals, Quebec notaries and members of the College of Immigration and Citizenship Consultants may represent or advise applicants for a fee.
Recent Changes (2025-2026)
- 6 November 2024: maximum-validity multiple-entry visas stopped being the default. Officers choose entry type and validity.
- 31 January 2025: officers can cancel eTAs and visitor visas case by case, including over doubts that the holder will leave.
- 29 July 2025: decision notes added to most visitor, super and transit visa refusals.
- 26 March 2026: Bill C-12 became law. With Governor in Council approval, IRCC may cancel, suspend or change large groups of documents and pause intake or processing.
- April 2026: IRCC updated its UAE visa office instructions (IMM 5853) without listing the changes.
- 1 May 2026: new VFS charges at the UAE centres.
- 26 May 2026: the eTA route extended to Indonesia and Malaysia only. India, Pakistan and Egypt were not added.
- 1 November 2026: new VFS UAE charges announced, amounts unpublished as of 22 October 2026.
We recommend checking IRCC and VFS UAE again right before applying.
FAQ
Can I apply for a Canada visitor visa from Dubai as an expat?
Yes. You apply online and add proof of legal status in the UAE, such as your residence visa. IRCC estimated 56 days for applications from the UAE as of 21 October 2026.
Does UAE residence make me eligible for an eTA?
No, only your passport counts. Filipinos qualify with a Canadian visa from the past 10 years or a valid US non-immigrant visa, flying in. Emiratis use an eTA.
How much does a Canada visitor visa cost from the UAE in 2026?
CAD 185 per person as of October 2026: CAD 100 for the visa and CAD 85 for biometrics. VFS extras are optional and do not speed anything up.
Do I need new biometrics after a refusal?
Usually not. Biometrics stay valid for 10 years, even if an application is refused.
Is a passport with less than six months accepted?
The UAE checklist asks for one month beyond your departure from Canada, and IRCC's general page recommends six months. The visa cannot outlast the passport.
How much money do I need?
There is no fixed minimum. IRCC looks at your stay length and accommodation, and the UAE checklist asks for three months of bank statements.
When do I hand in my passport?
Only after IRCC's passport request letter, and by the deadline in that letter. Using the VAC where you gave biometrics for this application avoids the AED 83.50 fee.
The form will not accept my 10-year history. What now?
According to applicant reports on Reddit in October 2026, a 19-year-old could not pass the work and school section without a full 10 years. IRCC's guide asks for 10 years of activity, and periods without work are described by what you were doing, such as going to school.
Can I appeal a refusal?
There is no formal appeal. The options are reapplying with new information or seeking judicial review at the Federal Court within 60 days.
