F-1 Visa Renewal on OPT - 2026 Quick Answer
An expired F-1 stamp does not end your OPT or STEM OPT status. You need a new one only to leave the US and come back. The key rules as of 27 October 2026:
- ICE's SEVP guidance lets you stay in the US on an expired F-1 visa as long as you maintain status.
- Re-entry calls for a valid F-1 visa, an unexpired EAD, an I-20 with a recent DSO travel signature and possibly an employer letter.
- The State Department says applicants should interview in their country of nationality or residence, which for an Indian graduate on OPT in practice means India.
- F-1 renewals have had no dropbox since 1 October 2025.
- The main risk is a 214(b) refusal or a long 221(g) abroad while unemployment days keep counting (90 on post-completion OPT, 150 in total with STEM OPT).
Do You Need a New Stamp at All
Many graduates renew just because the date on the stamp has passed. ICE's SEVP guidance says you can stay in the United States on an expired F-1 visa as long as you maintain your student status. On OPT, that means staying employed within the unemployment limits covered below.
A new stamp is needed when you plan to travel and return. The Foreign Affairs Manual, the State Department's rulebook for consular officers, lists a valid F-1 visa, the unexpired EAD, the endorsed I-20 and an accurate SEVIS record, and adds that a letter of employment may also be required. Under 8 CFR 214.2(f)(13)(ii), the I-20 needs a DSO re-entry endorsement from the last six months.
The Canada and Mexico exception
Under automatic visa revalidation (22 CFR 41.112(d)), an expired F-1 visa may be treated as extended if you return after 30 days or less in Canada, Mexico or adjacent islands other than Cuba, with a current endorsed I-20. It is a "may", not a right. It also stops working if you apply for a new visa during that trip, so a renewal booked in Canada or Mexico removes the safety net. Entry rules for Canada or Mexico are a separate check.
According to applicant reports on Reddit in October 2026, one graduate on initial OPT plans to renew at home for peace of mind ahead of a possible STEM OPT period. That adds an interview that could otherwise wait.
Where to Apply - Home Country, Third Country and Dropbox
Per the State Department, a renewal follows the same process as a first application: DS-160, fee and interview. F-1 stamps are not issued inside the US, so the interview happens abroad.
Home country
A State Department notice first announced on 6 September 2025, and revised on 12 December 2025 and 15 July 2026, says nonimmigrant applicants should schedule interviews in their country of nationality or residence. US Mission India repeated it on its visa page when we checked on 27 October 2026. For an Indian citizen on OPT, that in practice means India.
Third country
The wording is "should", not "only". ICE confirms a third-country application is possible, but you cannot return to the US until the visa is issued. The State Department warns that it may be harder to qualify there, waits are significantly longer, fees are not refunded or transferred, and residence-based applicants need proof of residence. We do not recommend this route.
Dropbox
Since 1 October 2025, almost all nonimmigrant applicants need an in-person interview. Waivers remain only for B-1/B-2 and Mexican border crossing card renewals and for H-2A renewals, within 12 months of the previous visa's expiry. F-1 is not on the list, and officers can still call anyone for an interview.
Documents for an OPT or STEM OPT Interview
We found no official India-specific checklist for OPT renewals, so this list combines official US guidance. Applicants typically bring:
- Passport valid at least six months beyond your stay, unless a country agreement exempts you. We recommend renewing one that is close to expiry.
- DS-160 confirmation page, with the photo uploaded in the form.
- Fee receipt, if your post requires payment before the interview.
- I-20 with the OPT or STEM OPT recommendation and a DSO travel signature no older than six months on the re-entry date.
- Unexpired EAD. ICE expects it in hand once OPT is approved.
- Employment letter from your current employer.
- Transcripts, degree, and evidence of intent to leave after the program and of how you cover costs, if the officer asks.
STEM OPT and the 180-day window
USCIS says a timely STEM OPT application extends work authorization for 180 days, until it decides the case, so the new EAD may not have arrived. The Foreign Affairs Manual accepts an I-20 annotated by the DSO for the STEM extension plus proof that the I-765 was filed on time, such as the I-797 receipt. The officer checks that SEVIS matches.
International student offices, such as University at Buffalo's, note that STEM OPT EAD cards say "not valid for re-entry", so the card alone is not enough. They advise carrying a job offer or current employment letter and an I-20 with the STEM recommendation and a valid travel signature. Pay stubs are not on any official list. You can bring them as optional extra evidence.
Why OPT Renewals Get 214(b) Refusals
Section 214(b) of the Immigration and Nationality Act presumes every visa applicant is an intending immigrant until they convince the officer otherwise. H-1B, L and V applicants are exempt. F-1 applicants are not, so an OPT renewal faces the same test as a first student visa.
The State Department explains a 214(b) refusal as not showing that you qualify for the category, or not overcoming that presumption with strong ties that will compel you to leave. Its examples are your job, your home and your relationships with family and friends.
The Foreign Affairs Manual adds two useful points. Officers weigh your present intent, not what you might do after a lengthy stay. And the intent to depart need not mean returning to the country that issued your passport.
International offices such as University at Buffalo's warn that on OPT the risk of refusal may be higher than during classes, because the officer may doubt you will leave after OPT. That is university guidance. We found no official refusal statistics for OPT renewals.
According to applicant reports on Reddit in October 2026, a graduate from the Caucasus region with a top-10 US MBA and approved OPT at a big-tech company was refused three times under 214(b) after going home in September. His wife and two children stayed in the US. One report proves nothing about the odds.
After a refusal
There is no appeal. To reapply you need a new DS-160, a new fee and a new interview, and the State Department expects evidence of significant changes in your circumstances. DS-160 answers need to be truthful. Willful misrepresentation of a material fact leads to a 212(a)(6)(C)(i) finding, which is a permanent ineligibility for future visas.
221(g) and Social-Media Checks
On 18 June 2025 the State Department announced comprehensive vetting, including online presence, of all F, M and J applicants, with social media profiles set to public. As of 27 October 2026, the US Mission India visa page gives the same instruction to many categories, including F, H-1B, H-4, J, M, TN and TD.
The DS-160 asks for every social media handle used on any platform in the last five years. A June 2025 US Embassy notice warns that leaving them out could lead to refusal and future ineligibility.
How a social-media 221(g) works
A 221(g) refusal means eligibility was not established yet. The officer can reconsider after more information arrives or administrative processing ends. If documents were requested, you have one year to submit them. The State Department gives no fixed duration and says it varies case by case.
According to guidance shared by universities, citing a 2025 State Department cable, officers refuse otherwise eligible F, M and J cases under 221(g) for the extra vetting, CEAC will likely show "Refused", and after clearance it should change to "Issued". An older State Department notice from March 2020, the latest official note we found on this, says that "Refused" in CEAC can cover administrative processing and can later change.
According to applicant reports on Reddit in October 2026, a STEM OPT worker interviewed in Kolkata on 9 October received a 221(g) form asking for social media links by mail. CEAC showed "Refused" on 14 October, "Approved" on 26 October and "Issued" on 27 October. That is one report, not a typical timeline.
Timing - Slots, Unemployment Days and the Cap-Gap
Wait times at Indian posts change often, so check the official appointment system rather than old numbers. Consular sections across India are closed to visa applicants, including 221(g) appointments and document drop-off, on 28 October, 18 November and 16 December 2026.
Unemployment days
On post-completion OPT, F-1 status depends on employment. 8 CFR 214.2(f)(10)(ii)(E) caps unemployment at 90 days in total, and at 150 days across the whole OPT period for STEM OPT students.
The USCIS Policy Manual, current as of 23 October 2026, says time overseas counts toward that cap and does not extend OPT. SEVP guidance from 2015 has treated employer-authorized leave or business travel for the employer as employment, for students who remain employed. We recommend getting written leave approval and confirming with your DSO. Official guidance is silent on long unpaid leave or remote work from India.
ICE says a student who exceeds the limit while outside the US cannot re-enter in F-1 status. A refusal or a long 221(g) can push an unemployed graduate, or one on unpaid leave, past that line.
Cap-gap
A timely cap-subject H-1B petition with a change of status extends F-1 status and OPT work authorization. Since a rule effective 17 January 2025, the cap-gap ends on 1 April of the fiscal year requested, or on the petition start date if earlier, instead of 1 October.
USCIS treats the change of status as abandoned if you travel while it is pending. Travel is possible only after both the petition and the change of status are approved, returning on a valid F-1 visa before the H-1B start date, with CBP deciding at the border. The extension also ends if the change of status is denied or withdrawn. Ask your employer's attorney before booking.
Recent Changes (2025-2026)
Status as of 27 October 2026. Check official sources again before you travel.
- 18 June 2025: online-presence vetting for F, M and J applicants. The India page now lists many more categories.
- September 2025: the nationality-or-residence interview rule, revised in December 2025 and July 2026.
- 1 October 2025: interview waivers limited to B-1/B-2, border crossing card and H-2A renewals.
- 14 September 2026: a federal court in Massachusetts postponed the 17 July 2026 DHS rule replacing duration of status with fixed admission periods, and USCIS applies the previous rules. According to NAFSA, a co-plaintiff, the rule stays blocked after the government's 30 September appeal, as of late October 2026.
- 8 October 2026: DHS proposed school-paid OPT fees of $70,000 for initial OPT and $30,000 for any later OPT, including STEM. It is only a proposal, with comments until 9 November 2026. A final rule would take effect 60 days after publication and cover DSO recommendations from that date.
- 14 October 2026: a separate final rule finalized the October 2025 end of automatic extensions for certain renewal EADs. It does not mention the STEM OPT 180-day extension, which USCIS still describes, so STEM OPT applicants should confirm their situation with the DSO.
FAQ
Can I stay in the US on OPT with an expired F-1 visa?
Yes, as long as you maintain your status. The stamp only matters for re-entry after travel.
Can I renew my F-1 visa inside the US or through the dropbox?
No. F-1 stamps are not issued inside the US, and F-1 renewals have not qualified for an interview waiver since 1 October 2025. Indian citizens in practice interview in India.
How long will my new F-1 visa be valid?
The reciprocity schedule for Indian nationals allows up to 60 months with multiple entries and no issuance fee. That is a maximum. Officers may issue shorter validity or fewer entries in an individual case.
What happens after a 214(b) refusal in India?
No appeal exists. Reapplying means a new DS-160, fee and interview, ideally with significant changes in your circumstances. Talk to your DSO early, because days abroad may count as unemployment.
How long does a social-media 221(g) take?
There is no official timeline. Processing varies by case, and requested documents can be sent within one year of the refusal.
My family is on F-2. What if I get stuck abroad?
According to applicant reports on Reddit in October 2026, some families face this after repeated refusals. A 2015 Study in the States article, which the site flags as possibly outdated, says F-2 dependents stay in status only while the F-1 student maintains status. Ask your DSO and an immigration attorney about your case.
Does the proposed $70,000 OPT fee affect my renewal?
Not today. As of 27 October 2026 it is a proposal, the school would pay it, and it would only cover DSO recommendations dated on or after the day a final rule takes effect.
Can Visarun help with an F-1 renewal?
Visarun is a visa agency. We help prepare and check your DS-160 and interview documents for India. The consular officer decides, so we cannot guarantee issuance or dates. Status questions go to your DSO and an immigration attorney.
