Japan Visa for UAE Residents 2026: Who Needs One, Documents, Fees and How to Apply in Dubai and Abu Dhabi

Expats in the UAE can get a Japan eVISA only through VFS: which mission covers your emirate, what each checklist asks for and what you pay.

Do UAE Residents Need a Visa for Japan? (2026 Quick Answer)

Most do. A Japan visa for UAE residents depends on the passport, not the residence visa. Indian, Pakistani, Filipino, Egyptian, Bangladeshi, Sri Lankan and Nepali citizens all need one: none of these countries is among the 74 countries and regions on Japan's visa-exemption list.

Emirati citizens are the contrast: since 1 July 2025, UAE nationals with ICAO-compliant e-passports can visit Japan visa-free for up to 90 days, while those without such a passport need a visa in advance. Expats do not share that exemption.

For everyone else, as of October 2026:

  • Single-entry tourism: a JAPAN eVISA, lodged at VFS Global rather than online by yourself.
  • Multiple entries, family visits, business or transit: a sticker visa, also through VFS.
  • Cost: about 15,000 yen single or 30,000 yen multiple (less for some nationalities), in dirhams, plus VFS charges.
  • Time: 8 to 10 working days for complete files, not guaranteed.

Where to Apply - Embassy in Abu Dhabi, Consulate General in Dubai and Visa Centres

Since 1 August 2024, Japan's two missions in the UAE take ordinary-passport applications only through VFS Global, by appointment.

Dubai and the northern emirates

Residents of Dubai, Sharjah, Ajman, Umm Al Quwain, Ras Al Khaimah and Fujairah apply to the Consulate-General of Japan in Dubai. For a Japan visa from Dubai, the consulate gives its VFS centre's address as WAFI Mall, Level 2, Falcon Phase 2, Umm Hurair 2.

Abu Dhabi and Al Ain

The Embassy of Japan in Abu Dhabi handles people living in Abu Dhabi emirate, including Al Ain, and holders of an Abu Dhabi-issued residence visa. Abu Dhabi residents on another emirate's visa add proof of living there: a three-month bank or credit-card statement of daily spending, a tenancy contract and a TAQA bill.

According to a Gulf News report from July 2024, VFS Abu Dhabi is at Level B2, The Mall, World Trade Centre, Khalifa Bin Zayed the 1st Street, open Monday to Friday, 9am to 5pm. We could not confirm this on a current official page, so we recommend checking your VFS appointment confirmation.

Japan eVISA - Who Can Use It

UAE residents can get a JAPAN eVISA, but not by applying online themselves. As of 15 May 2026, Japan's Ministry of Foreign Affairs (MOFA) limits self-service filing to residents of Australia, Brazil, Cambodia, Canada, Saudi Arabia, South Africa, Taiwan, the UK and the USA. The UAE is not on that list.

Instead, MOFA places the UAE in the accredited-agency group and opens the eVISA to all foreign residents not exempt from short-term visas, so Indian, Pakistani, Filipino, Egyptian and other non-exempt residents qualify.

What it covers

  • Tourism only, for under 90 days, on an ordinary passport, with one entry.
  • Not for multiple entries, visiting relatives or friends, business, study, work or transit.
  • Not for dual Japanese nationals or anyone with a criminal or deportation record.
  • Valid three months from issue; it lapses once used, cannot be extended and is tied to the passport you applied with.

How the UAE route works

According to VFS Global, tourists book an appointment and hand in the application at the Dubai or Abu Dhabi centre, in person or through an authorised representative. In Abu Dhabi, eVISA applicants hand in their original passport but, unlike sticker-visa applicants, keep it after submission.

No sticker goes into the passport: at airport check-in you show a "visa issuance notice" on your phone or tablet. MOFA's eVISA website is useful for reading the rules, but UAE residents neither register nor pay there.

Documents for UAE Residents

Each mission has its own tourism eVISA checklist. Validity rules differ, so the safest plan for both is a passport, residence visa and Emirates ID valid well beyond your return date.

Consulate-General in Dubai (checklist of 6 August 2026)

  • Typed, signed application form with one 45 x 35 mm white-background photo, under six months old, glued on.
  • Original passport linked to your residence visa, plus a colour copy, valid 30 days after your return, with more than two blank visa pages; both passports if the visa is in an old one.
  • Residence visa and Emirates ID valid 30 days from your return date, with copies; the original Emirates ID is shown at the centre.
  • Original employment certificate to the Consul-General of Japan in Dubai, stating salary, position, detailed travel purpose and a financial undertaking, with company seal and wet signature; electronic stamps and signatures count only if the letter says "Electronically Generated".
  • Partners, owners and Golden Visa holders give the same letter; free-zone-sponsored owners add a free-zone NOC.
  • Electronically generated three-month UAE personal bank statement showing your name, account number and IBAN, no older than 10 days when you apply.
  • Day-by-day itinerary with accommodation, proof of air tickets and a hotel booking in your name.

Documents go in unstapled, in English or Japanese, as originals unless stated, issued within the last three months. They are not returned, except the passport, and an incomplete or incorrect file can be rejected immediately.

Dependants employed in the UAE add an NOC plus passport and residence visa copies from their sponsor. Dependants applying alone give the sponsor's employment or salary certificate, a wet-signed NOC, copies of the sponsor's passport, residence visa and Emirates ID, and proof of kinship; if the sponsor pays, also the sponsor's three-month salary e-statement and a guarantee letter. Minors need an NOC from both parents.

Embassy in Abu Dhabi (checklist from October 2025)

  • Original passport and a colour copy of the bio page.
  • MOFA application form and one passport-size photo.
  • Emirates ID with a front-and-back colour copy, and the residence visa (GCC nationals excepted).
  • Salary certificate showing joining date, salary and position.
  • Latest three-month bank statement including your last three salaries.
  • Round-trip UAE-Japan flight booking, plus hotel bookings and an itinerary covering the whole trip.

Non-working applicants, such as homemakers and students, give a family member's salary certificate and bank statement, a sponsorship letter and proof of kinship. Business owners and investors give a business letter stating average monthly income, a trade licence copy and three months of personal bank statements.

The whole trip has to fall within your passport and residence-visa validity, and travel-document holders need at least six months left on the residence visa. The checklist is silent on electronic versus stamped statements, unlike Dubai, so VFS is the place to ask if unsure.

Fees and Processing Time

For applications accepted from 1 July 2026, MOFA puts the visa fee at about 15,000 yen for single entry and about 30,000 yen for multiple entry; the eVISA costs the equivalent of 15,000 yen. As of October 2026, UAE applicants pay:

  • Visa fee: in dirhams at VFS with the application, converted at the current exchange rate; VFS says fees can change without notice.
  • VFS service fee: AED 110 including 5% VAT, per VFS Global at the time of writing; it may change.
  • Indian nationals: a reduced fee, AED 20 per VFS Global's Dubai page at the time of writing, which is worth confirming at VFS.
  • Pakistani, Bangladeshi and Filipino nationals: these have been exempt from the visa fee (Filipinos for visits within 90 days), subject to confirmation at VFS; the service fee still applies.

We found no official post-July 2026 dirham table, and some VFS tables show older figures, so we recommend checking the AED amount with VFS. MOFA charges no visa fee if a visa is not issued, but once an eVISA is issued, its fee is not refunded for any reason.

Processing time

The Dubai consulate's standard is 8 working days from VFS submission to the earliest issue, for a complete file. VFS's undated pages say at least 8 to 10 working days, up to 3 to 4 weeks when documents fall short. Cases needing detailed examination can take several months.

So plan for about 8 to 10 working days with a complete file, longer if documents are missing or the case is referred; these are standards, not guarantees. MOFA's 5 working days is Japan's general standard worldwide, not the UAE timeline.

When to apply

  • Dubai: within 90 days of travel, but not with a flight less than two weeks away.
  • Abu Dhabi: up to three months before travel.

Single and Multiple-Entry Visas

The eVISA is single-entry tourism only; multiple-entry visas are sticker visas, also lodged through VFS.

In Dubai, the consulate's tourism sticker-visa checklist of 5 November 2025 reserves multiple entry for employed applicants with sufficient financial capacity, who add a letter on future travel plans, their travel history and a multiple-entry request letter. Certain nationalities are not eligible; no list is published, and the consulate refers questions to VFS.

Indians have a separate Dubai option: a multiple-entry visitor visa for tourism, business or family visits, with stays of up to 90 days and validity of 1, 3 or 5 years. It is open to Indians with two or more Japan trips in the last three years, Japan and G7 travel in that period, or sufficient financial capacity (with a spouse or children). Applicants add current or old passports showing Japanese visas and stamps, plus a letter explaining the request.

The Abu Dhabi Embassy applies the same requirements to all nationalities, single or multiple entry. Both missions may issue a single-entry visa even when multiple entry was requested.

Arrival in Japan - Visit Japan Web

MOFA says the eVISA's visa issuance notice is shown at the airport with an internet connection; PDF files, screenshots and printouts are refused. A VFS Dubai instruction says a notice received as a barcoded PDF opens on your device once you scan the barcode and enter your passport number and date of birth. Without a mobile device, MOFA suggests a paper visa.

Visit Japan Web, run by Japan's Digital Agency, is a separate web service for immigration clearance and customs declaration: you register in advance with your airline ticket, passport and email, then show a 2D code on a smartphone or tablet. Foreign visitors can also use it for tax-free purchases.

The Digital Agency says it never charges users; it issued that warning in June 2025 after a site charged an "application fee". The service has no app, so look-alikes such as "Visit Japan Web Info" are not official. No official page we read calls it mandatory.

Recent Changes (2025-2026)

  • 1 July 2025: UAE nationals with ICAO-compliant e-passports get up to 90 days visa-free; expats are not affected.
  • 15 May 2026: MOFA's eVISA page of this date lists the UAE in the accredited-agency group.
  • 1 July 2026: visa fees rise to about 15,000 yen single and about 30,000 yen multiple. Before July 2026, the Dubai consulate's table charged most nationalities AED 75 single and AED 145 multiple.
  • 1 July 2026: the transit visa merges into the single- or double-entry category.
  • 1 July 2026: Japan's International Tourist Tax rises from 1,000 to 3,000 yen per departure, usually collected with the fare.
  • 6 August 2026: the Dubai consulate revises its tourism eVISA checklist.
  • 1 November 2026: tax-free shopping moves to a refund at departure, claimed at an airport or seaport terminal within 90 days of purchase, or online via Visit Japan Web at major airports.

FAQ

Do I need a Japan visa if I live in the UAE?

Yes, unless your passport is visa-exempt. UAE residence does not change Japan's rules for Indian, Pakistani, Filipino or Egyptian passports.

Can I apply for the Japan eVISA online myself?

No. As of October 2026 the UAE is not on MOFA's self-service list, so residents apply through VFS Global.

Can someone submit my application for me?

How long is a Japan eVISA valid?

Japan gives no specific reasons and accepts no new application for the same purpose within six months, except occasionally when circumstances have changed significantly and travel is necessary for humanitarian reasons. MOFA charges no visa fee.

Is Visit Japan Web mandatory or paid?

No official page we read calls it mandatory, and the Digital Agency says it never charges users.
