Montenegro Visa for UAE Residents 2026: Who Enters Visa-Free and Who Needs a Visa

Emirati passport, Schengen visa or neither? How UAE expats can enter Montenegro, what a visa C application needs and where to apply in Abu Dhabi and Dubai.

Do UAE Residents Need a Visa for Montenegro? (2026 Quick Answer)

It depends on your passport and any other visas you hold. As of September 2026, Montenegro's Decree on Visa Regime puts most UAE residents into one of three groups:

  • Emirati citizens enter visa-free for up to 90 days, as do British and other nationals on Montenegro's 90-day list.
  • Holders of a valid visa or residence permit of the Schengen area, the US, the UK, Ireland, Canada, Australia, Japan or New Zealand get up to 30 days, but not beyond its expiry.
  • Indian, Pakistani, Filipino and Bangladeshi passport holders without such a document need a Montenegrin short-stay visa (visa C) before travelling.

India, Pakistan, the Philippines, Bangladesh, Egypt, Sri Lanka and Nepal are not on Montenegro's 90-day visa-free list, and the Ministry of Foreign Affairs (MFA) states that Indian citizens need a visa.

A UAE residence visa, golden visa included, does not give visa-free entry by itself. The one exception was a one-off seasonal exemption that ran from 1 May to 1 October 2026.

Visa-Free Entry with a Schengen, US or UK Visa

Article 7 of the decree, in the MFA's official English text of 30 July 2026, lets holders of a valid Schengen visa, or a valid visa of Australia, Japan, Canada, New Zealand, Ireland, the US or the UK, enter and stay for up to 30 days. Residence permits of those countries and the Schengen states, and APEC business travel cards, also qualify.

  • The limit is 30 days, not 90; Montenegro is not part of Schengen.
  • The stay cannot run past the visa's or permit's expiry.
  • The visa need not be multiple-entry or already used to enter the issuing country.

Why UAE Residency Alone Does Not Qualify

The UAE is not on the Article 7 list, so a UAE residence permit gives no visa-free entry on its own. No Montenegrin rule we reviewed mentions the golden visa; it is simply a UAE residence permit.

The one-off 2026 seasonal exemption

A Government Decision of 17 April 2026 created a one-off seasonal exemption that ran from 1 May to 1 October 2026. Its conditions were:

  • a valid UAE residence permit held continuously for at least three years before entry;
  • arrival on a direct flight;
  • a valid passport and confirmation of a tourist arrangement;
  • a stay of up to 10 days.

It was a conditional exemption, not a visa on arrival, and a golden visa gave no extra benefit: only three years of continuous residence mattered. The decision covers only 1 May to 1 October 2026, and under Article 12c of the decree, seasonal exemptions cannot be introduced by separate government acts from that date.

Applying for a Montenegro Visa from the UAE

According to the MFA, UAE residents whose nationality requires a visa can apply at the Embassy of Montenegro in Abu Dhabi or at VFS Global centres in Abu Dhabi and Dubai; on 27 July 2026 the ministry said VFS centres in the UAE already accept applications.

Per the MFA's UAE page, the embassy is at Villa 1, Building 69, Rabdan Street 29, Al Mushrif, Abu Dhabi (+971 2 441 8901, [email protected]); we recommend confirming these details before visiting.

As of September 2026, we could not confirm from official sources the VFS service charge, the dirham total, appointment waits or extras such as an Emirates ID copy or employer NOC; we recommend checking with VFS Global or the embassy.

Documents, Fees and Processing Time

The visa C allows transit or stays of up to 90 days in a 180-day period from the first entry; multiple-entry versions are issued for six months to five years.

Documents

The MFA's January 2026 checklist and visa page list:

  • a passport issued within the last ten years, with at least two blank pages, valid at least three months beyond the visa;
  • one 35x45 mm colour photo;
  • proof of the purpose of the stay, such as a letter of guarantee or an invitation letter;
  • proof of at least EUR 50 per day of stay, such as bank statements, proof of income or credit cards;
  • travel health insurance covering emergency treatment and repatriation for health reasons or in case of death;
  • proof that the consular fee has been paid.

Listed supporting evidence includes a pre-paid tour package or hotel booking, and proof of transport or return, such as a return ticket, or vehicle registration and a driving licence.

Fee

As of September 2026, the consular fee is EUR 35 under Montenegro's 2019 Law on Administrative Fees; children under 14 with their own passport pay half, and there is no fee for the request itself. VFS Global service charges come on top and the AED amount is set locally, so we recommend confirming the total with the embassy or VFS.

Processing time

The MFA states that applications are decided within 10 days, extendable to 30 days if further consideration is needed and, exceptionally, to 60 days if extra documents are required. These are statutory periods; actual turnaround at the embassy or VFS in the UAE is not published, so we recommend applying early.

Combining Montenegro with Bosnia, Serbia or Albania

On a Balkan route, travellers typically need a separate visa or visa-free entitlement for each country.

Serbia

As of September 2026, Serbia's MFA says holders of a valid Schengen, UK, EU member-state or US visa, or a Schengen, EU or US residence permit, can stay up to 90 days in six months within that document's validity. UAE residence does not qualify, and Indian ordinary passport holders without such a document typically need a Serbian visa.

Bosnia and Herzegovina

Bosnia's MFA states that Indian citizens need a visa to enter, leave or transit the country. According to the BiH Service for Foreigners' Affairs, the visa is obtained from a BiH embassy or consulate before reaching the border, and border police may ask to see BAM 150 per day of stay. We could not verify whether Bosnia accepts Schengen, US or UK visas or UAE residence instead, so we recommend checking official BiH sources.

Albania

We could not confirm Albania's rules for UAE residents or Schengen, US and UK visa holders from an official source; we recommend checking with Albania's foreign ministry or its embassy in the UAE.

A refused Bosnia-Montenegro-Bosnia plan

In a Reddit post dated 19 September 2026, an Indian couple working in Dubai, one of them a golden visa holder, reported that their Montenegro tourist visa applications for a Dubai-Bosnia-Montenegro-Bosnia-Dubai route were refused. They said they provided hotel bookings, an itinerary, employment, residency and financial documents, NOCs and a cover letter, but no transport proof between Bosnia and Montenegro, as they planned to rent a car.

This is one traveller's account; the actual refusal reasons are not known, and it is not confirmed that the missing transport proof caused it. Still, Montenegro's checklist lists transport proof as supporting evidence, and refusal grounds include justified doubt about the intention to leave. An overland entry from Bosnia also could not use the 2026 exemption, which required a direct flight. The loop means entering Bosnia twice, so we recommend confirming the Bosnian visa covers both entries.

Arrival and Border Checks

Travellers typically show the passport with the Montenegrin visa, or the qualifying Article 7 visa or residence permit, valid for the whole stay. The MFA notes that a visa C is no guarantee of entry, so we recommend carrying copies of bookings, the return ticket, insurance and proof of funds.

According to the Government of Montenegro's travel information page (last updated 2021), visitors not staying in a hotel, motel or other tourist facility are required to report to the police the day after arrival or within 24 hours of changing address; hotel guests need not report themselves.

The EU's Entry/Exit System (EES), fully operational since 10 April 2026, registers non-EU short-stay travellers at Schengen external borders. Montenegro is outside Schengen, so EES matters only if your trip continues into the Schengen area.

Recent Changes (2025-2026)

  • 23 December 2025: Montenegro lifted its suspension of visa-free travel for Turkish citizens but cut their stay from 90 to 30 days.
  • 17 April 2026: at a telephone session, the government adopted the one-off UAE-residents exemption, which ran from 1 May to 1 October 2026.
  • April 2026: an amendment deleted Bahrain from the visa-free list. Kuwait, Qatar and Oman are simply absent from the consolidated decree's visa-free lists, which suggests these Gulf nationals need a visa; we recommend confirming with the embassy.
  • 23 July 2026: the government amended the decree so that citizens of Belarus, China, Russia, Saudi Arabia and Turkey need a visa from 1 November 2026. Until 31 October 2026, Saudi, Turkish, Russian and Belarusian citizens can stay visa-free for up to 30 days.
  • July 2026: new Article 12c bars separate government acts on visa exemptions from 31 October 2026, and on seasonal exemptions from 1 October 2026.
  • 27 July 2026: the MFA said Montenegro had fully aligned its visa policy with the EU's and is working towards an e-visa, with no launch date given.

FAQ

Can I enter Montenegro visa-free with a UAE golden visa?

No. The UAE is not on the Article 7 list. The only exception was the one-off seasonal exemption that ran from 1 May to 1 October 2026 for residents of three years or more arriving on a direct flight.

Can UAE residents still use the 2026 seasonal exemption?

It covers only 1 May to 1 October 2026, and under Article 12c seasonal exemptions cannot be introduced by separate government acts from that date. Afterwards, the standard rules above apply.

How long can I stay in Montenegro with a Schengen, US or UK visa?
