What Changed for OCI Applicants in North America in 2026
The Ministry of Home Affairs launched the electronic OCI card on 30 June 2026, for new applicants and for people who already hold a printed booklet.
The Consulate General of India in Houston states that from 8 July 2026 only digital OCI cards are issued to all new OCI applicants, and that the existing physical OCI card remains valid. A booklet in a drawer does not have to be replaced.
Chicago has gone further and stopped re-issuing physical cards, stating that the earlier requirement of mandatory OCI card re-issuance upon issuance of a new passport is no longer applicable, because the record is updated on the portal instead. The service and its fees remain; the output is now a regenerated electronic card.
Biometrics are the second change. BLS International, the appointed provider in Canada, states that from 5 April 2026 OCI applications have to be submitted in person at BLS centres because biometrics have to be provided, so mail-in filing is gone there. In the United States, VFS Global, the consulates' appointed provider, states that biometric submission is mandatory and in person, apart from applicants under 12 and over 70, but no dated Indian mission page announces a start date, so treat it as current practice.
Who Can Hold an OCI Card and Who Cannot
Eligibility comes from section 7A of the Citizenship Act, 1955: a foreign citizen who was an Indian citizen at the time of, or at any time after, 26 January 1950. The line runs three generations deep, so a child, grandchild or great-grandchild of such a citizen is eligible.
A foreign-origin spouse of an Indian citizen or of an OCI cardholder registered under section 7A can apply if the marriage is registered and has subsisted for at least two continuous years immediately preceding the application.
The exclusions are absolute. No person whose parents, grandparents or great-grandparents is or had been a citizen of Pakistan or Bangladesh is eligible for registration. Houston's OCI FAQ adds that no person who has earlier served in a foreign military organization is eligible. VFS Global states that former Indian nationals need a renunciation or surrender certificate first.
Applicants on Reddit reported in September 2026 two cases the official pages do not settle: proof of origin when the ancestor's only document is a cancelled passport, and whether the Pakistan bar reaches parents who had been citizens of Pakistan before becoming Indian citizens. Neither has a published answer, so we recommend asking your mission in writing.
Which Mission Covers You and Why It Matters
Nine Indian missions split the United States, and the split moved recently. The consolidated list published by the Consulate General of India in San Francisco, updated 17 September 2026, is the cleanest source: Boston now holds the five New England states, New York keeps Connecticut, New Jersey, New York, Ohio, Pennsylvania and Delaware, and seven other posts cover the rest. At least one live mission page still shows its pre-2026 list, so check yours against that map.
In Canada, the Consulate General of India in Vancouver covers Saskatchewan, Alberta, British Columbia, the Yukon Territory and the North West Territories; the rest sits with the High Commission in Ottawa and the other consulates.
The split rule that costs people money
Two rules apply to two different services. This is where holders who have moved lose money and weeks.
- A fresh OCI application or a re-issue — filed at the centre covering where you live now.
- The late passport-particulars fee — paid to the VFS location in the United States where the OCI card was originally issued, as VFS stated on 15 July 2026 and the San Francisco advisory of 16 June 2026 repeats.
The application number identifies the issuing post — USAC.....UXX is Chicago, USAN.....UXX New York — and VFS publishes a table matching each issuing consulate to its payment centre.
Applicants on Reddit reported in September 2026 how that plays out: a holder whose card was issued in New York but who lives in Texas was told to pay at the original location while the form asked for the current state, and another who moved to Canada found the payment link routing back to the US portal, which demands a US address. No official page we could verify covers a holder who has left the country of issue, so we recommend asking your current mission before paying.
The e-OCI Process Step by Step
The portal describes the electronic card as an electronic version of the OCI card issued by the Ministry of Home Affairs, holding the particulars already in the OCI records and downloadable from ociservices.gov.in.
For someone who already holds a card it takes three steps:
- Log in to the OCI Services Portal with the registered user ID and password.
- Open the e-OCI tab on the dashboard.
- Select Generate e-OCI Card and download the file.
The portal states the downloaded card may be presented in digital form at Immigration Check Posts and to airlines whenever required.
Email is the blocker to watch: the card goes to the address on the OCI record, so an address that no longer works, or was never registered, stops it arriving. The Email ID Updation facility under OCI Miscellaneous Services asks for the card number, the date of birth and the linked passport number.
When a change needs a mission's approval the card is regenerated, not reprinted: San Francisco's advisory of 16 June 2026 says the system generates an updated e-OCI registration to download. New applicants start on the portal, then give biometrics in person at VFS or BLS.
Passport Update Rules and the Re-Issue Fee
There is no OCI renewal, and the wording matters because the money follows the term.
The free part: a copy of the new passport and a recent photograph go up each time a new passport is issued up to 20 years of age, and once after 50. Uploaded within three months of receiving it, the service is gratis.
The single mandatory re-issue: the card is re-issued once, when a new passport is issued after completing 20 years of age, so the record captures adult facial features. Between 21 and 50 an ordinary renewal triggers nothing by itself, except for holders registered as a foreign spouse.
The fee part: miss the three-month window and the update stops being free. The Ministry's FAQ puts the consular charge at US$25. In the United States the bill arrives as three lines the form asks for separately — consular USD 25, ICWF USD 3 and VFS service USD 19 — which San Francisco's advisory of 16 June 2026 lists and VFS's page of 15 July 2026 totals as USD 47. In Canada, the High Commission in Ottawa states on its page of 18 September 2026 that an update after three months costs CAD 39, and Vancouver gives the same figure.
And the split rule again, because this is where the money disappears: in the United States the late fee is paid at the centre serving the consulate that issued the card, not where you live. Filing online and then paying at the nearest centre is the mistake this rule invites.
Biometrics attach to the post-20 update too. San Francisco gives two options: the biometric information goes to the Indian mission or the FRRO concerned at the time of updating details online, or to the immigration post on first entry or departure. Applicants on Reddit reported in September 2026 that they struggle to work out what this rule means in practice. These figures come from 2026 pages and are worth re-checking before paying.
Documents and Photos That Cause Rejections
For a new passport the Ministry's checklist is short: a copy of the OCI card, of the new passport and of the old one, which may be left out if the authorities kept it.
The provider's technical rules are unforgiving:
- Photo — square, minimum 200 by 200 pixels, maximum 1500 by 1500, under 500 kb.
- Supporting documents — PDF files no larger than 1000 kb.
- Completeness — VFS warns in capital letters that an application will be rejected and returned unprocessed if the required documents are not uploaded on the government portal.
There is also a clock most applicants miss: VFS returns an application unprocessed if it is not completed within 20 calendar days, refunding the consular and ICWF fees minus postal charges. That is the provider's rule, not a mission decision, and not the same as an application held at a consulate.
Applicants on Reddit reported in September 2026 that the Chicago consulate's automated desk treated timely applications for minors as late and demanded fresh paid applications. One account is not policy, but a complete first upload pays off.
Processing Times, Statuses and Tracking
There is no North America-wide processing time. Each mission publishes its own, and the figures measure different things:
- Ministry of Home Affairs — a re-issue is ordinarily decided within one month from the date the mission, post or FRRO acknowledges the application on the online system.
- Consulate General of India, Atlanta, 20 September 2026 — 5 to 6 weeks for a new OCI based on Indian origin, from registration at the consulate, and 6 to 7 weeks for a re-issue or update.
- High Commission of India, Ottawa, 18 September 2026 — 6 to 8 weeks for a fresh OCI, 3 to 6 weeks for miscellaneous services, and 30 to 45 days for a passport update on a separate page.
- VFS Global, 15 July 2026 — 8 to 12 weeks for a passport-particulars update, counted from payment of the late fee rather than from filing.
That last line is what ruins travel plans: two applicants filing the same day can finish weeks apart. San Francisco adds that the consulate only processes the update after VFS confirms the payment.
Atlanta was the only US mission publishing a time we could verify as of September 2026. For New York, Chicago, Houston, Seattle, Boston and the Embassy in Washington DC there is none, which leaves the one-month baseline.
Lost, Damaged or Expired OCI - Re-Issue
The digital switch has not made this route easier; the older procedure survives intact. A card already in hand stays valid, so nothing has to be replaced because of the new format.
The fee: US$100, or the equivalent in local currency, for re-issuance after loss or damage. In Canada, the Vancouver consulate's fee page of 4 September 2026 puts a card issued in lieu of a lost or damaged one at CAD 140 plus BLS service charges.
The paperwork: a copy of the police complaint and a copy of the OCI card, with an authorised translation if the report is in a foreign language. Loss or damage is also granted only after a personal interview, whose date and time the mission, post or FRRO sets.
Errors on a newly generated card are a separate headache. Applicants on Reddit reported in September 2026 that one holder found a wrong spouse name on a generated e-OCI and was told to apply again from scratch and pay again. No official page we could verify explains how a mission corrects its own clerical error without a fresh fee.
Travelling to India While Your OCI Is in Process
The Atlanta consulate states there is no restriction on an OCI cardholder travelling to or from India from the date the new passport is issued until the update is finally acknowledged. San Francisco says a cardholder travels on the OCI card with a current passport valid for six months or more.
Applicants on Reddit reported in September 2026 that a holder with a pending post-20 update was told by email that travel was unrestricted, and found the electronic card generated with the old passport details.
Whether a pending update affects domestic flights inside India has no published answer, so we suggest asking your mission if a domestic leg depends on it.

Does my physical OCI card stop working now that the e-OCI has launched?
No. The Houston consulate states that the existing physical OCI card remains valid. The electronic version launched on 30 June 2026, and no mission page we could verify says printed cards expire because of it.
How much does a late passport update cost in the United States?
USD 47 as of September 2026: USD 25 consular, USD 3 ICWF and USD 19 VFS service. San Francisco listed the components on 16 June 2026 and VFS gave the total on 15 July 2026.
Where is that fee paid if I have moved to another state?
At the centre serving the consulate that issued the card, not the one nearest your new address. A fresh application or a re-issue works the opposite way, at the centre covering where you live now.
My card was issued in the United States and I now live in Canada. What then?
No official page we could verify answers that. The rule says pay where the card was issued, with no exception for holders who have left the country, so ask your current mission in writing before paying.

A notice circulating on Reddit in September 2026 claims dashboard consent is enough; it does not appear on the portal.
