Reservation or paid ticket? What EU rules and consulate checklists say about flights and hotels, how bookings may be checked, and what to do if plans change.

Do You Need a Flight Ticket for a Schengen Visa? (2026 Quick Answer)

In most cases, no. As of October 2026, the rules and consulate checklists we reviewed accept a reservation when you apply:

  • EU law: Annex II of the Visa Code lists a "reservation of or return or round ticket" among documents a consulate may request to assess your intention to leave.
  • Commission guidance: the European Commission's Visa Code Handbook (June 2024), which is not binding law, says "A paid return ticket should not be required upon lodging". One may exceptionally be requested after the visa is issued.
  • Netherlands (tourism checklist for India, updated October 2025): a reservation in your name; "You do not need a paid travel ticket."
  • Norway (checklist for India, revised June 2023): "Do not buy the ticket until visa has been granted."
  • Spain (Embassy in New Delhi): it is advisable not to buy the air ticket until the visa is granted.

We recommend buying the real ticket once the visa is issued: at the Schengen border, a tourist may be asked to show a return or round-trip ticket.

What Consulate Checklists Actually Ask For

Each mission sets its own list, which can differ by place of application. Examples for applicants in India, the UK and the US (October 2026):

  • Germany, Missions in India (tourism checklist, 3 September 2024): a "Flight reservation" and a covering letter with proof of the intended means of transport and itinerary. Their June 2026 FAQ adds that missing mandatory documents, return flight reservations included, may lead to refusal.
  • Germany, Embassy in London: a reserved return airline, ferry or train ticket; as a complete application does not guarantee a visa, "it may be advisable to book a fully refundable ticket".
  • Germany, Missions in the USA (April 2025): a detailed itinerary with confirmed round-trip reservations in the passenger's name and confirmed hotel reservations giving the hotel's name, address and phone, booking number and guest name.
  • Italy, Consulate General in Mumbai (March 2024): return flight details or an airline reservation printout, plus proof of all internal Schengen travel such as train bookings and car rentals.
  • Switzerland: the VFS Global tourist checklist for India (dated September 2023) asks for a flight reservation with all travellers' names; the Embassy's own checklist, updated 20 August 2025, could not be opened, so it is best to check the current list before applying.
  • France: France-Visas publishes no fixed list; its online visa assistant specifies the documents, which can be adapted to your country of residence or nationality.

Flight Reservations - Holds, Refundable Fares and PNR Checks

The Commission's Handbook tells consulates to check online whether documents actually exist: systematically where risk is high, when documents look suspicious, and randomly where it is low. We found no mission page saying it checks booking references (PNRs) with airlines.

Holds and refundable fares

Holds can be short: one Gulf carrier's India website offers a free 24-hour fare hold (an example checked in October 2026; hold products and their length change and differ by carrier and route, and a hold is not a visa requirement). If no reservation is possible, the Handbook has consulates check that you can afford the tickets.

According to applicant reports on Reddit in late September and early October 2026, a Norway applicant in India was told by a travel agent that an unticketed PNR stays active for only 24-48 hours. That is one agent's claim, relayed by one applicant; hold and ticketing limits vary by airline and booking channel, and no official source sets 24-48 hours.

Beyond the German Embassy in London's refundable-ticket suggestion, we found no official advice on fares, so we suggest reading the fare conditions before paying.

When a PNR does not show up

According to applicant reports on Reddit in late September and early October 2026, a first-time applicant from India found that the PNR on a "flight reservation" bought from an onward-ticket website returned "Booking Not Found" on the airline's own site, while its QR code opened only the seller's page, showing the flight as confirmed. It is one applicant's observation and does not show how the consulate treated it. We recommend checking that any PNR you submit opens on the airline's website.

Paid Dummy Tickets and Agent Vouchers - The Risks

"Dummy ticket" appears in no official EU or mission document we reviewed; online, it describes paid reservations sold without a ticket being bought.

Under Article 32(1)(b) of the Visa Code, a visa shall be refused if there are reasonable doubts about the authenticity of supporting documents or the veracity of their contents. The EU refusal form's grounds include information on the purpose and conditions of the stay that "was not reliable" (point 10) and doubts about documents' reliability or authenticity (point 12).

According to applicant reports on Reddit in late September and early October 2026, a British citizen and his Azerbaijani wife, a UK spouse-visa holder, used a tour operator for a French visa, which was refused: purpose and conditions not justified, information not considered reliable. The applicant later found the agent had supplied flight vouchers, not airline-issued tickets. It is one couple's account; the refusal reasons are standard form wording that does not mention flight documents, and the voucher link is the applicant's own explanation.

Consequences can go beyond refusal:

  • Article 34(1): a visa shall be annulled if it becomes evident that the conditions for issuing it were not met, in particular if there are serious grounds to believe it was fraudulently obtained.
  • Netherlands: the embassy in India says it will report false and counterfeit documents to India's Ministry of External Affairs, depending on the forgery, and not return them.
  • Germany and Norway: applicants in India sign declarations. Knowingly false or incomplete information may lead to refusal or, after issue, expulsion from Germany; deliberately incorrect information or falsified documents are punishable under Norwegian law.

We do not recommend submitting any reservation you cannot confirm with the airline or hotel yourself. Genuine bookings that change later are another matter (see below).

Hotel Bookings, Hosts and Changing Accommodation

For tourist trips, Annex II of the Visa Code lists a host's invitation, a document from the accommodation provider, or any other appropriate document showing where you will stay. Checklists add detail (October 2026):

  • Germany, Missions in India: hotel reservations, a holiday-home rental or campus residence reservation, or host documents, with proof of accommodation in each Member State visited.
  • Netherlands, India checklist: a reservation for the entire trip and proof of accommodation for each Schengen country visited.
  • Spain, Embassy in New Delhi: hotel accommodation for the whole stay or, for family and friend visits, an invitation letter issued by the Spanish national police.
  • France (France-Visas): staying with a private host requires the host's "proof of accommodation" from the town hall; the original, needed when applying, is stamped by the consulate and presented on entry.

The Handbook calls a hotel reservation "a weak means of proving purpose of travel", since it can easily be cancelled free of charge. Rather than collecting extra bookings, we recommend making sure hotel dates, flight dates and your covering letter match.

In France, a hotel booking also changes the funds to show: France-Visas sets 65 euros per day of stay with one and 120 euros per day without.

According to applicant reports on Reddit in late September and early October 2026, a UK-based applicant for a French visa learned after submitting documents and biometrics that the pay-at-property accommodation booked for the application was a scam. It is one applicant's case, outcome not yet known; whether a replacement can be added depends on the mission (next section).

If Your Booking Changes After You Apply

It is safer not to count on adding documents later. As of October 2026, missions differ:

  • Germany, Missions in India: not obliged to allow late submission of documents.
  • Switzerland: the VFS Global checklist for India (September 2023) says documents go in with the application, not by fax or e-mail; the Embassy's own checklist (20 August 2025) could not be opened.
  • Spain, Embassy in New Delhi: may ask for missing or additional documents or data.

According to applicant reports on Reddit in late September and early October 2026, an applicant who e-mailed a revised itinerary to the Swiss Embassy in New Delhi after applying was told it accepts no documents after submission at VFS and will make contact if it needs more. That is an applicant's account of an e-mail reply, not a published notice.

Once the visa is issued

The Handbook says cancelled hotel or airline reservations, on their own, are not sufficiently reliable evidence to revoke a visa; consulates should consider asking the holder to explain.

Norway's checklist for India says the visa will be issued according to the booked flight dates. Under Article 24(1) of the Visa Code, a single-entry visa's validity usually includes a "period of grace" of 15 calendar days, though a Member State may decide not to grant it. If the actual trip falls outside the visa's validity, the German missions in India say a new application is needed.

Recent Changes (2025-2026)

We found no EU-level change to booking rules in 2025 or 2026: the June 2024 Handbook and later checklists, such as the Dutch India checklist (October 2025) and the German missions in India's FAQ (June 2026), still ask for reservations.

Germany's Federal Foreign Office abolished the remonstration procedure (an informal objection) worldwide from 1 July 2025; after a German refusal, the options are a new application, possible at any time, or judicial review.

FAQ

Should I book a refundable ticket?

The Commission's Handbook says a paid ticket should not be required when you apply. If you book anyway, the German Embassy in London says a fully refundable ticket may be advisable.

Which dates should a reservation show if I am not buying yet?

Your real planned dates. Norway's checklist for India asks for fixed travel dates and says the visa will be issued according to the flight booking.

Is a booking made through a travel agency acceptable?

The flight-booking wording we found does not address agencies; it specifies the traveller's name (Netherlands, German missions in the USA). We suggest looking the booking up on the airline's own website.

Do I need train bookings or a rail pass between Schengen countries?

We found no official guidance on rail passes or seat reservations. Italy's Mumbai consulate asks for proof of internal travel such as train bookings, and the Swiss VFS checklist for India (September 2023) asks for a train itinerary if applicable; the Embassy's own 2025 checklist could not be opened, so the current list is worth checking.

Are paid "flight reservations" from online services accepted?

No official document we reviewed mentions such services. The Handbook tells consulates to check online whether documents actually exist, and reasonable doubts about authenticity are a refusal ground under Article 32(1)(b).

Will my visa be revoked if I cancel my hotel after it is issued?

Not for that reason alone: the Commission's Handbook says cancelled reservations on their own are not sufficiently reliable evidence to revoke a visa.

Is a reservation enough at the border?

The Schengen Borders Code's Annex I lists a return or round-trip ticket among documents tourists may be asked to show; France-Visas allows funds to buy one instead.

What are my options after a refusal for unreliable information?

France-Visas says a short-stay refusal can be challenged within 30 days by a mandatory prior appeal to the Deputy Director of Visas, sent by post, reasoned, written in French and signed. In Germany, the options are a new application or judicial review.
