UAE Visa and Name Rules - 2026 Quick Answer

The UAE does not admit visitors whose passport carries only one name word. The rule comes from instructions the UAE National Advance Information Centre (NAIC) gave airlines in November 2022, and airline pages from February and June 2026 still carry it. Two words anywhere in the name meet the airline-stated standard: a given name plus a surname, or two space-separated words under Given Name.

  • One word and no father's or family name in the passport: visit visas and visa on arrival are blocked.
  • Father's or family name printed in the passport: accepted for visa on arrival or a visa in more than one name, under the revised NAIC guidance of 24 November 2022.
  • UAE residents: generally exempt, with conditions that differ between Air India and flydubai (2026 guidance).

Airlines apply the rule citing NAIC. GDRFA Dubai and ICP have not published its text, and no official statement has changed it as of October 2026. Visarun can check your passport and documents before you apply and submit your UAE visa application, but the decision belongs to the UAE authorities and the airline.

The Single-Name Passport Rule

According to an IndiGo statement reported by Indian media in November 2022, UAE authorities instructed that from 21 November 2022 passengers with a single name on their passport, travelling on a tourist, visit or any other visa, would not be allowed to travel to or from the UAE.

The joint Air India and Air India Express circular, as quoted by Indian media, was stricter: one word in the surname or given-name field meant no visa, and even an earlier visa would not prevent INAD (inadmissible) status at immigration.

The 24 November 2022 revision

Three days later, the Consulate General of India in Dubai posted revised NAIC guidelines. A single-name passenger is accepted if the father's or family name appears on the passport's "2nd page" and either the UAE visa shows more than one name or the passenger is eligible for visa on arrival. For Indian passports, that is the page with the father's or legal guardian's name, if your passport has one.

Is it still applied in 2026?

Officially, nothing has been cancelled or confirmed since. Airlines keep the rule: the flydubai help page (June 2026 capture) bars one-name passports under NAIC regulations, Air India's guidance (February 2026 capture) bars them too, and IndiGo's UAE page carried the rule in August 2025. We recommend rechecking with your carrier before flying.

Given Name, Surname and Father's Name - What GDRFA and ICP Check

GDRFA and ICP publish no guidance on filling the name fields for a single-name passport, or on putting the father's name in the surname field. Only airline guidance exists. Air India's illustration (February 2026):

  • "Maryam" alone, in either field: not accepted
  • "Ali" as surname and "Maryam" as given name: accepted
  • "Maryam Ali" in one field: accepted if a space separates the names and they are separated in the machine-readable zone

So a given name plus a surname, or two words under Given Name, already meets the airline-stated standard.

The father's name

For a one-word given name with the father's name on another page, flydubai's booking examples put that name under Last name. That is booking advice, not a visa-form rule. A 2022 Gulf News reader complaint showed a UAE visa sticker adding the father's name after the name, a mismatch that can trouble bank or Emirates ID records.

The October 2026 Reddit case

According to applicant reports on Reddit in October 2026, GDRFA rejected a visit visa for an Indian passport that already had a given name and a surname, and staff verbally asked for the father's name as a middle name. No written rule requires this. Options, none guaranteed:

  • ask for the reason in writing through GDRFA or Amer channels
  • re-apply with the name exactly as in the passport, adding the father's name only if it is printed there
  • apply through the ICP channel, if that route is open to you

Who Is Affected - Visit Visas, VOA and Residence Visas

All sources agree that visit and tourist visas and visa on arrival are covered. Residents are mostly exempt, but airline conditions differ, as listed below.

As of October 2026, GDRFA's VOA page lists Indians with a US green card or UK or EU residence, and ICP added six more residence countries in June 2026. Single-name VOA passengers need a father's or family name in the passport.

Airline exemptions

  • Air India (February 2026): a parent's or guardian's name in the travel document, a UAE ID card with two names, a UAE employment visa, a UAE visa showing additional names, a government duty passport
  • flydubai (June 2026): passengers transiting via the UAE, any UAE visa showing additional names, a valid Emirates ID, a national ID card with additional names usable in the booking, additional names under "Observations" or "Annotations"

Employment entry visas

Here sources differ. In 2022, Indian media said employment and temporary visas were covered, while IndiGo let residence permit and employment visa holders fly if the same name filled both First Name and Surname. IndiGo's 2025 page still lets them travel, Air India exempts a UAE employment visa, and flydubai lists work visas as covered. For a first entry, the safer route is a visa showing more than one name or a passport with the father's or family name printed, and we recommend checking with the airline.

How to Fix It - Adding a Surname to an Indian Passport

Passport Seva's form instructions let applicants without a surname leave that field blank, but warn that some embassies, including the UAE's, insist on a surname for a visa. The lasting fix is a re-issued passport.

Splitting an existing name

If the passport name already has two or more words, CGI Dubai allows splitting it with at least two public documents in the desired name, with no newspaper notice listed. Its example: SANJU MOHAN PRASAD with a blank surname may become SANJU MOHAN or SANJU as first name and PRASAD or MOHAN PRASAD as surname.

Adding a new surname

Adding a word that is not already in the name, such as your father's name, is a change of name. CGI Dubai's checklist, updated in May 2026, asks for:

  • clippings of two newspapers, one prominent in India and one local in the UAE, or the State Government Gazette notification
  • at least two public documents in the desired name

The Embassy of India in Abu Dhabi asks for two English newspapers (one local, one Indian) or the State Gazette, two Indian public or school documents and personal appearance, and issues a new booklet. CGI Dubai's notice format lists your father's or parent's name, passport number and addresses in India and the UAE.

CGI Dubai accepts two UAE government documents instead from NRIs and dependants on a long-term permanent or work visa, but not from temporary residents or visitors.

Fees and timing as of October 2026

  • Where: Al Hind centres since 22 July 2026, not the Embassy or the Consulate
  • UAE fee: AED 450 for 36 pages or AED 630 for 60 pages, plus the AED 19 Al Hind charge and ICWF where applicable
  • India fee: Rs 2,500 for 36 pages or Rs 3,500 for 60 pages
  • No Tatkaal for a major change in name, and police verification is likely, since Passport Seva lists a complete change of name as an exception to re-issue without it
  • Timing: about 30 days for complex cases in India, while the Embassy in Abu Dhabi says only "after obtaining clearance from concerned authorities from India"

A 2023 community estimate reported by Gulf News put the process at about two months, which is not an official time. Newspaper costs are not published, so we recommend confirming the checklist with your Al Hind centre before paying for adverts.

Refunds and Re-Applying After a Rejection

A full refund is not guaranteed, and Visarun cannot influence it. As of October 2026, ICP, the channel outside Dubai, refunds only issuance fees when a service is not completed, and its page does not use the word "rejected". Application and smart-service fees are not refunded. A request needs a bank certificate with the account number and IBAN and takes about 5 days.

GDRFA's refund terms for Dubai are not on an open official page. A 2022 Gulf News explainer on deposits sent Dubai cases to GDRFA, so we suggest checking the receipt and asking GDRFA or an Amer centre. The IndiGo FAQ (August 2025 copy) says a rejected visa fee is not refunded at all, which differs from ICP's line. Agency and airline service fees follow their own terms.

As its general rule for incomplete applications, GDRFA's service pages give 30 days to attach missing documents before the application is cancelled. Before re-applying, we recommend checking that the name on the form matches the passport word for word.

Other Name Problems - Spelling, Order and Old Passports

  • Spelling: Passport Seva treats a spelling fix that keeps the name phonetically the same as a minor change, with Tatkaal allowed. CGI Dubai needs no documents for fixes like D'Souza to De Souza or Sanjeev to Sanjiv.
  • Word order: Parmeshwaran Shiva Kumaran to Shiva Parmeshwaran Kumaran needs two public documents in the desired name, according to CGI Dubai.
  • Father's name: it should match the father's own documents. For major corrections, CGI Dubai asks for a One and Same or Divergence certificate or a Tehsildar letter.
  • Issued UAE visa: ICP's Amendment of Visa Data service costs AED 50 plus an AED 100 smart fee and takes 2 days. Its page does not list which fields can change.
  • Old passport: according to traveller reports on Reddit in October 2026, a resident's visa stayed linked to the old passport after renewal. No official page covers this. Carrying both passports and updating details with ICP or GDRFA is a sensible precaution, to confirm with the airline.

Recent Changes (2025-2026)

  • Single-name rule: no official change in 2025 or 2026, and airline pages from February and June 2026 still carry it.
  • 25 June 2026: ICP opened its visa scheme for residents of certain countries to six more nationalities besides India, and added Singapore, Japan, South Korea, Australia, New Zealand and Canada as qualifying countries of residence.
  • 1 July 2026: revised Indian passport fees took effect.
  • 22 July 2026: Indian passport and consular services in the UAE moved to 16 Al Hind centres.

FAQ
