Do Indians Need a Visa for Montenegro? (2026 Quick Answer)

Yes. Montenegro's Ministry of Foreign Affairs states that Indian nationals need a visa, and the new Decree on Visa Regime, applying from 1 November 2026, keeps India off its visa-free lists.

There is a large exception. A valid Schengen visa, or a valid visa of the US, the UK, Ireland, Canada, Australia, Japan or New Zealand, lets you enter Montenegro without a Montenegrin visa for up to 30 days. A residence permit from a Schengen country or one of those states works the same way. The stay never runs past the expiry of that visa or permit.

  • With a qualifying visa or permit: visa-free entry for up to 30 days.
  • Without one: a Montenegrin short-stay visa (visa C), applied for in person at the VFS Global centre in New Delhi.

These rules are current as of November 2026. We recommend checking with Montenegro's MFA before booking, as a new decree can change them.

Visa-Free Entry With a Schengen, US or UK Visa or Residence

The rule is Article 5 of Montenegro's Decree on Visa Regime (Official Gazette 158/2026). Until 31 October 2026 the same wording was Article 7 of the 2019 decree.

Visas and permits that qualify

  • Visas, Article 5(1): a valid Schengen visa, or a valid visa of the United States, the United Kingdom, Ireland, Canada, Australia, Japan or New Zealand.
  • Residence permits, Article 5(2): a permit from a Schengen-area country or from any of the same seven states.

The MFA's summary pages, including one from March 2025, give a shorter visa list and speak of residence in the EU. This guide follows the decree, which is the legal text.

A residence permit from the UAE, India or Cyprus is not on the list. Cyprus is in the EU but is not named in Article 5, so we would not count on it.

Single-entry and unused visas

According to Montenegro's Ministry of Foreign Affairs, in its July 2026 note on the old Article 7, the visa does not have to be multiple-entry or already used to enter the issuing country. The new Article 5 keeps the same wording and adds no such condition, but border officers make the final decision.

We recommend keeping the visa or permit valid for your whole stay, not just on arrival day.

The decree does not say whether a Schengen national (D) visa, a Schengen visa with limited territorial validity or an electronic travel authorisation counts. If yours is one of these, we recommend asking a Montenegrin consulate first.

How Long You Can Stay

  • Visa-free under Article 5: up to 30 days, and never past the expiry of the visa or permit. If your US visa expires in 12 days, your Montenegro stay ends in 12 days too.
  • With a Montenegrin visa C: up to 90 days in a 180-day period counted from the first entry. Visa C is issued for one, two or multiple entries, and multiple-entry visas are valid from six months to five years.

Article 5 has no 90/180 rule. Official sources do not say whether a new entry restarts the 30 days, so we recommend confirming this before repeat visits.

Montenegro is not in the Schengen area, so days there do not count toward your Schengen limit. Days in Croatia do.

There is no renewal date to watch. The visa-holder rule has no end date, and Article 11 of the new decree bars exemptions by separate government acts, including seasonal waivers.

Applying for a Montenegro Visa at an Embassy

Montenegro has no resident embassy in India. The MFA points applicants in India to the VFS Global office in New Delhi, which has taken short-stay and long-stay applications since 14 October 2025. There is no need to travel to a Montenegrin embassy abroad.

  • Applicants submit in person. Third-party submission is not allowed.
  • According to VFS Global India, applications are decided by the Consulate General of Montenegro in Istanbul.
  • Total time depends partly on how long files take to travel between India and Istanbul.

Fees as of November 2026

  • Visa C fee: EUR 35, about INR 3,798 as listed by VFS India
  • Children under 14: EUR 17.50, about INR 1,899
  • VFS service charge: INR 2,821 including GST
  • Mandatory two-way courier fee: INR 5,859

The service and courier charges are as listed by VFS Global India on 4 November 2026. VFS sets them, not Montenegro, and they can change.

Processing time

VFS Global India gives an indicative time of at least 2-3 weeks, and the consulate in Istanbul can take longer. The statutory decision period is 10 days, extendable to 30 days and, exceptionally, to 60 days when more documents are needed. We recommend applying at least three weeks before travel.

Documents and Arrival Checks

Visa C checklist

The VFS India checklist typically includes:

  • A passport valid at least three months beyond the visa's validity. The MFA also asks for two blank pages and a passport issued within the last ten years.
  • One colour photo, 35 x 45 mm, white background, no older than one month, face filling 70-80% of the frame. Scans and colour photocopies are not accepted.
  • Proof of purpose, such as a guarantee letter from a private person or an invitation from a company, authority or event organiser.
  • Proof of at least EUR 50 for each day of the stay, such as bank statements, income proof, cash or cards.
  • Travel health insurance covering emergency treatment, hospital care and return home for health reasons or in case of death.
  • The consular fee receipt issued by VFS.

Applicants may add a hotel booking or tour package and a return ticket. Montenegro publishes no minimum insurance amount.

At the border

The passport rule applies to visa-free entrants too. Under the Law on Foreigners, a passport is valid for entry only if issued within the last ten years and valid at least three months after your planned departure. The MFA also notes that a visa C is not a guarantee of entry.

No official guidance says whether border police ask visa-free travellers for tickets or funds. We still recommend carrying bookings and an onward ticket.

Registering your stay

Foreigners staying up to 90 days are registered with the police. A hotel or other accommodation provider registers you within 12 hours of arrival. In a private stay without a provider, you register yourself within 24 hours.

Combining Montenegro With Albania, Croatia or Bosnia

Croatia

Croatia is a Schengen country, and its foreign ministry lists Indian ordinary-passport holders as needing a visa. Applications go to the Croatian Embassy in New Delhi or to visa centres in New Delhi, Mumbai, Kolkata, Chennai, Hyderabad and Bengaluru. Days in Croatia count toward the Schengen limit of 90 days in any 180. Since 10 April 2026 the EU Entry/Exit System registers travellers at the Schengen border, with nothing to apply for in advance.

Our own reading, not an official statement: a single-entry Schengen visa is used up when you leave Croatia for Montenegro, so a Croatia-Montenegro-Croatia route needs a double-entry or multiple-entry visa.

Under the EU visa cascade for India (April 2024), two Schengen visas lawfully used in three years can lead to a two-year multiple-entry visa, normally followed by a five-year one.

Bosnia and Herzegovina

Indians need a visa for Bosnia and Herzegovina, obtained before reaching the border. As summarised by the Embassy of India in Budapest, holders of a valid multiple-entry Schengen visa, or a residence permit from a Schengen state, an EU member state or the US, can enter without a Bosnian visa. Bosnia's own decision text was not found, and a US or UK visa alone is not on this list.

An undated page of the Bosnian embassy in Norway gives up to 30 days, with the visa or permit valid at least 30 days beyond entry. We recommend confirming the current rule with the Bosnian embassy in New Delhi. Visitors also need at least BAM 150 (150 KM) per day of stay.

Albania

Albania is stricter. It admits visa-free holders of a used multiple-entry Schengen visa or a Schengen residence permit, and of a used multiple-entry visa or a residence permit of an EU state, the US or the UK. Albania's official e-Visa portal adds that visitors should plan to leave at least 3 days before the visa or permit expires. A single-entry visa that works for Montenegro may not work for Albania.

Recent Changes (2025-2026)

  • 14 October 2025: the VFS Global centre in New Delhi opened for Montenegro visas.
  • October 2025: Bulgaria and Romania were removed as separate entries from the visa-holder lists. Both are Schengen countries now, so their visas count as Schengen visas.
  • 27 July 2026: the MFA announced full alignment with EU visa policy. Nationals of Belarus, China, Russia, Saudi Arabia and Türkiye need a visa from 1 November 2026. Indians already needed one.
  • 26 October 2026: a new Decree on Visa Regime was adopted. It applies from 1 November 2026, replacing the 2019 decree, and moves the visa-holder rule from Article 7 to Article 5 with the same wording.
  • Planned: an electronic visa (e-Visa). No launch date has been announced as of November 2026.

For Indian travellers, the rules did not change in substance.

FAQ

Can I enter Montenegro with a single-entry Schengen visa?

According to Montenegro's MFA (July 2026 note on the old Article 7), the visa need not be multiple-entry or already used. The new Article 5 keeps the same wording, but the border officer makes the final decision.

Does a UAE or Indian residence permit allow visa-free entry?

No. Only permits of Schengen-area states, Australia, Japan, Canada, New Zealand, Ireland, the US and the UK qualify.

Is there a visa on arrival for Indians in Montenegro?

Not for tourists. A border visa C is issued only exceptionally, for up to 15 days or transit, to someone who could not apply in advance and documents unforeseen, urgent reasons.

How much does a Montenegro visa cost for Indians?

EUR 35, about INR 3,798, or EUR 17.50 for children under 14. VFS adds INR 2,821 for service and INR 5,859 for courier, as listed in November 2026 and subject to change. By our count, about INR 12,478 per adult.

How long does a Montenegro visa take from India?

VFS Global India indicates at least 2-3 weeks, and Istanbul can take longer. The legal period is 10 days, extendable to 30 and exceptionally 60.

Why are Montenegro visas refused?

Listed grounds include not justifying the purpose of the stay, not proving enough funds, missing travel health insurance, or justified doubt about documents, statements or the intention to leave on time.

Can a refusal be appealed?

Yes. An appeal goes to Montenegro's MFA through the diplomatic or consular mission, within eight days of receiving the decision.

Do days in Montenegro count toward my Schengen 90/180 limit?

No. Montenegro is not in the Schengen area. Days in Croatia do count.
