It depends on your passport. Citizens of EU countries, the United States, the United Kingdom, Canada, Australia, Japan and many other countries can visit Montenegro without a visa for up to 90 days within 180 days of their first entry. If your passport normally needs a visa, you can still enter for up to 30 days, but not past the visa's expiry date, with a valid Schengen visa, a valid visa of Australia, Canada, Ireland, Japan, New Zealand, the US or the UK, or a residence permit from one of those countries. Everyone else must get a visa before arrival from a Montenegrin embassy or consulate or, in some countries, a VFS Global center. An e-visa system is planned but not yet available.

• EU, US, UK, Canadian and Australian passports: no visa needed for stays of up to 90 days.
• Indian passports: visa required; in India, apply at VFS Global centers in New Delhi, Mumbai, Kolkata or Kochi.
• UAE passports: visa-free for up to 90 days. UAE residents whose passport requires a visa can apply at the Embassy of Montenegro in Abu Dhabi or at VFS Global centers in Abu Dhabi and Dubai.
• Belarusian, Chinese, Russian, Saudi and Turkish passports: a visa is required from November 1, 2026.

Montenegro offers visa-free access to citizens of numerous countries, making it an accessible destination for most international travelers. Your visa requirements depend primarily on your nationality and length of stay.

Visa-Free Countries (90 Days)

Citizens of all Schengen Annex II countries can enter Montenegro visa-free for up to 90 days within a 180-day period. This includes all 27 EU member states: Austria, Belgium, Bulgaria, Croatia, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, and Sweden. EU citizens with a valid national ID card can stay for up to 30 days, while those with a valid passport can stay for up to 90 days.

Montenegro also grants visa-free entry to citizens of several additional countries, including Qatar. Other countries enjoying 90-day visa-free access include the United States, Canada, Australia, New Zealand, United Kingdom, Japan, South Korea, Singapore, Malaysia, Brazil, Argentina, Chile, Uruguay, Mexico, Israel, Serbia, Bosnia and Herzegovina, North Macedonia, and Albania. Citizens of Russia, Belarus, China, Saudi Arabia, and Turkey currently have visa-free access but will require a visa from 1 November 2026 (see Visa Required section below).

Visa-Free Access (30 Days)

Citizens of countries including Antigua and Barbuda, Azerbaijan, Bahamas, Bahrain, Barbados, Brunei, Georgia, Grenada, Guatemala, Honduras, and others may enter Montenegro for up to 30 days with a valid travel document.

Special Visa Exemptions

Holders of valid Schengen visas or valid visas from Australia, Canada, Ireland, Japan, New Zealand, the United States, or the United Kingdom, or of residence permits from those countries, may enter Montenegro for up to 30 days without a visa, but no longer than the visa's expiry date. UAE residents who are citizens of visa-required countries can apply for a visa at the Embassy of Montenegro in Abu Dhabi or at VFS Global centers in Abu Dhabi and Dubai.

Refugees with travel documents issued by Australia, Canada, Iceland, Japan, New Zealand, Norway, Switzerland, the United States, or an EU member state can visit Montenegro without a visa for up to 30 days.

Passport Requirements

Your passport must be valid for at least 3 months beyond your planned departure date from Montenegro. Passports must also have been issued less than 10 years before your entry date. At least one blank page is required for entry stamps.

Transit Requirements

Transit passengers continuing their journey within 24 hours without leaving the international transit area typically do not need a visa, regardless of nationality.

Visa Required

Citizens of India, Pakistan, Bangladesh, Nigeria, Ghana, Iran, Afghanistan, Iraq, Syria, and most African and Asian countries must obtain a visa before arrival. Montenegro suspended visa-free access for citizens of Armenia, Uzbekistan, Egypt, and Kuwait in October 2025 as part of its EU accession alignment process. On 23 July 2026, the government further announced that citizens of Russia, Belarus, China, Saudi Arabia, and Turkey will require a visa from 1 November 2026.

• Short-term business - conferences, meetings, business meetings (up to 90 days via Type C visa)
• Long-term business - extended projects and training programs requiring Type D visa
• Investment visas - for substantial business investments, with a StartUp Visa scheme requiring a minimum investment of 100,000 euros in projects like real estate, research and development, and new companies

Work and Employment Visas

Work permits include temporary residence and work permits for employment of foreign nationals, issued with validity of up to 1 year. Seasonal work permits are issued for definite periods to perform activities of a seasonal nature. Processing times typically range from 1 to 2 months, with the temporary residence and work permit costing approximately 100 euros. The Ministry of Foreign Affairs approves a long-stay D visa on the grounds of a work permit, and once the employment permit is approved and issued, the employee may travel to Montenegro and begin working.

Student and Academic Visas

Student visas require university enrollment confirmation and financial guarantees. Study exchange purposes are covered under long-stay D visas, with scientific-research work also eligible for Type D visa issuance. Validity is tied to program duration.

Transit and Multiple-Entry Options

Airport transit visas (Type A) allow foreigners to enter Montenegro for one or multiple transits, issued with a validity of three months. Transit B visas are issued for one, two, or multiple transits, with validity of six months, allowing entry to Montenegro for up to 5 days. Multiple-entry short-stay visas can have validity ranging from six months to five years, depending on proof of need to travel frequently to Montenegro for business or family reasons.

Special Categories

Family reunion visas are available under the long-stay D visa category to unite families with Montenegrin residents. Diplomatic and official visas serve government representatives. Visa application decisions are made within ten days of submission, though this deadline may be extended up to 30 days when additional consideration is necessary. Starting in 2026, foreign workers employed in critical sectors such as information technology and healthcare will enjoy simplified procedures for temporary residence and work permits. Most visas allow extensions through local authorities, though tourist visas face stricter limitations.

Visa-Free Travel

Montenegro offers visa-free entry for up to 90 days to all citizens of Schengen Area countries, including all 27 EU member states. Citizens of the USA can stay up to 90 days without a visa, and visa-free access extends to Canada, Australia, Qatar, and several additional countries. Citizens of Russia, Belarus, China, Saudi Arabia, and Turkey currently have visa-free access but will require a visa from 1 November 2026, following the government decision of 23 July 2026. Holders of valid Schengen visas, or visas from Australia, Canada, Ireland, Japan, New Zealand, the USA, or the UK, or of residence permits from those countries, may enter Montenegro for up to 30 days, but no longer than the visa's expiry date. The 90-day visa-free period is counted as 90 days in total within a 180-day period from the first entry date.

Processing Times & Costs

Visa applications are processed within 10 days from the date of submission. Processing may be extended up to 30 days when additional consideration is necessary, or up to 60 days when additional documentation is required. Short-stay tourist and business visas typically cost €35 (approximately $38 USD) for single entry, with multiple-entry visas ranging from €35–70 (approximately $38–76 USD) depending on validity. Work permits require 30–45 days processing and cost €150–300 (approximately $163–326 USD) plus administrative fees. Temporary residence applications take 60–90 days with a €50 (approximately $54 USD) application fee.

Peak Season Considerations

Processing times may extend by 5–10 additional days during summer months from June through August. Submit applications 6–8 weeks in advance during peak tourist season to account for increased processing volumes and potential delays at consular offices.

Step 1: Determine Your Visa Category

Montenegro offers four visa categories: airport transit visa (A) for one or several transits without entering Montenegro territory, transit visa (B) for one, two, or several transits through Montenegro, short-stay visa (C) for one, two, or multiple entries for tourist, business, personal, or other purposes, and long-stay visa (D) for one, two, or multiple entries for foreigners intending to stay more than 90 days and less than six months within one year. All foreign documents require certified translation into Montenegrin and apostille legalization.

Step 3: Embassy or VFS Submission

Montenegro does not yet have an online visa application system; the Government has announced that introducing an electronic visa (e-Visa) system for online applications is the ultimate objective of its current visa reforms. Applications need to be submitted at least 15 days before travel for short-stay visas and up to 60 days in advance for long-stay visas. Ensure all fields are filled accurately to avoid processing delays. Until then, the application form must be submitted in person at a Montenegrin embassy or consulate or, where available, at a VFS Global center.

Step 4: Appointment Scheduling and Submission

Appointments can be booked through the Montenegrin embassy in your home country. A visa application is submitted to the diplomatic or consular mission in person on the prescribed form. Schedule your appointment at the nearest Montenegrin embassy or consulate and attend punctually. Submit your complete application package during your scheduled appointment. During your visit, you will be required to provide biometric data, including a photo and fingerprints.

Step 5: Fee Payment

The payment should be made in cash and euros only at the embassy or consulate when submitting the documents. Pay the applicable visa fee using accepted payment methods at your submission location. Fees vary by visa type and processing time. Retain payment receipts for tracking purposes.

Step 6: Application Tracking

Monitor your application status through official channels. A decision on a visa application is made within ten days of the date of submission of the application. The deadline may be extended up to 30 days when additional consideration of the application is necessary, and exceptionally, when additional documentation is required for the issuance of a visa, the deadline may be extended up to 60 days.

Step 7: Visa Collection

Collect your processed visa from the submission location. Once approved, visas will be issued in digital format, complete with a barcode, photo, and the applicant's personal data. In case of rejection, you will receive written notification with appeal procedures and reapplication guidance.

What Is the Montenegro E-Visa?

Montenegro does not yet have an e-visa or an online visa application system. In July 2026 the Government announced that the ultimate objective of its current visa reforms is an electronic visa (e-Visa) system that will allow visa applications to be submitted online; until it launches, applications are submitted in person.

Who Can Apply Online

Eligibility is determined by nationality and visa category. Citizens of visa-exempt countries do not need to apply for any visa. For nationalities that require a visa, including citizens of India, Nigeria, Pakistan, Bangladesh, Ghana, and most African and Asian countries, there is currently no online option: applications are submitted in person at a Montenegrin embassy or consulate or, in some countries, a VFS Global center. Australians in Montenegro

Australian passport holders do not need a visa to enter Montenegro. Australia is among the countries with 90-day visa-free access; Australians may stay for tourism, family visits, or business purposes for up to 90 days within a 180-day period counted from the date of first entry. No advance visa application is required — a valid Australian passport is sufficient for entry. Ensure your passport remains valid for at least three months beyond your planned departure date from Montenegro and has at least one blank page for entry stamps.

Indian Citizens

Indian passport holders require a visa to enter Montenegro. India is not included in Montenegro's visa-free list, so a short-stay visa (Type C, allowing up to 90 days) or long-stay visa (Type D) must be obtained before travel. In India, applications are submitted at VFS Global centers in New Delhi, Mumbai, Kolkata and Kochi. A decision is made within 10 days, which can be extended to 30 days or, when additional documents are required, to 60 days; apply well in advance. Citizens of Ghana require a visa before traveling to Montenegro. No Montenegrin embassy is resident in Ghana; Ghanaian applicants who cannot reach a Montenegrin post may apply at the nearest Serbian diplomatic or consular post, which for Ghana is the Embassy of Serbia in Abuja, Nigeria. A short-stay tourist visa (Type C) is appropriate for leisure travel; a long-stay Type D visa is required for stays exceeding 90 days within a year.
