Maldives Visa Requirements: What You Need to Know

Entry Requirements

To qualify for visa-on-arrival, you must present:

  • Valid passport with Machine Readable Zone (MRZ) with at least 1 month validity from arrival date. Passports where the original expiry date has been extended via a sticker or amendment are not accepted.

If you are arriving from a country with a risk of yellow fever transmission, you must present a yellow fever vaccination certificate.

Transit and Airport Rules

Transit passengers staying under 24 hours without leaving the airport do not need a visa. For longer layovers or if you wish to explore Malé, the standard tourist visa applies.

Special Considerations

Business travelers can use the tourist visa for meetings and conferences. A 14-day Meeting Visa is available on arrival for foreign nationals attending meetings, conferences, or conventions in the Maldives. Work permits require separate applications through Maldivian employers.

Children must have individual passports and cannot travel on a parent's passport. Always bring a copy of each child's birth certificate or other evidence of your legal relationship to each child.

Important Restrictions

Effective from 15 April 2025, entry to the Maldives is not granted on Israeli passports (3rd Amendment to Immigration Act 1/2007). Israeli citizens holding a valid passport from another country may be admitted under that nationality. Visitors should ensure compliance with local laws, including alcohol restrictions outside resorts.

Effective from May 2023, a 14-day short-stay Meeting Visa is granted on arrival for foreign nationals attending meetings, conferences, or conventions in the Maldives. Meeting Visa is non-extendable and holders cannot obtain a Business Visa while in the country.

Business Visa Categories

Maldives IMUGA Traveller Declaration Guide

The IMUGA Traveller Declaration is a mandatory pre-arrival electronic immigration form required by Maldives Immigration for all travelers entering or departing the Maldives. It replaced the paper-based embarkation/disembarkation card previously completed on board aircraft. Submitting it before arrival is a legal entry requirement, not optional.

Who Must Submit

Every traveler must submit a separate IMUGA Traveller Declaration regardless of nationality, age, or purpose of visit. This includes infants, transit passengers, and travelers on diplomatic or official visits. Group submissions are not accepted; each individual must complete their own form.

Submission Window

The declaration must be submitted within 96 hours (four days) before the scheduled flight arrival time in the Maldives. It cannot be submitted earlier than the 96-hour window. Upon submission, travelers receive an electronic confirmation and QR code that must be presented to immigration officers on arrival.

Maldives Visa on Arrival: Eligibility by Nationality

The Maldives operates one of the world's most open-door tourist visa policies. Visa on arrival is granted to citizens of virtually all countries at no charge, with one explicit exception: holders of Israeli passports have been denied entry since 15 April 2025. All other nationalities qualify automatically — no visa application, embassy appointment, or pre-travel fee is required.

African Nationals: Uganda, Nigeria, and All Other African Countries

Citizens of Uganda, Nigeria, Ghana, Kenya, Ethiopia, Tanzania, South Africa, and every other African country are fully eligible for the free 30-day tourist visa on arrival. There are no country-specific restrictions or additional requirements beyond the standard entry conditions that apply to all nationalities. Ugandan and Nigerian travelers in particular frequently ask whether a pre-visa is needed — it is not. Both Ugandan and Nigerian passport holders arrive at Velana International Airport, present standard documentation, and receive their visa stamp at the immigration counter.

South and Southeast Asian Nationals

Citizens of Bangladesh, India, Pakistan, Sri Lanka, Nepal, Myanmar, Thailand, Indonesia, the Philippines, and all other South and Southeast Asian countries qualify for the standard free 30-day visa on arrival. No advance visa, special approval, or additional documentation is required beyond the conditions that apply to all travelers.

All Other Nationalities

Citizens of countries in Europe, the Americas, the Middle East (excluding Israeli passport holders), Central Asia, the Pacific, and all other regions receive the identical free 30-day tourist visa on arrival. The universally open policy makes the Maldives one of the few destinations globally where passport holders from countries with restricted travel access — including Uganda, Bangladesh, and Nigeria — face no pre-visa barriers.

The Only Restriction: Israeli Passports

Since 15 April 2025, entry to the Maldives on an Israeli passport is prohibited under the 3rd Amendment to the Maldives Immigration Act 1/2007. This is the sole nationality-based entry restriction. Israeli citizens traveling on a valid second passport issued by another country are assessed under that nationality and may be admitted if all other standard entry requirements are met.
