Azerbaijan Visa FAQ for Turkish passport holders

Do Turkish citizens need a visa for Azerbaijan?
No, not for stays of up to 90 days. Turkish citizens can enter Azerbaijan without a visa under a bilateral visa-free regime listed by the Ministry of Foreign Affairs. There is nothing to apply for before you travel: you show your passport on arrival. Entry by road is suspended until 2 January 2027, so arrive by air or by the Baku-Tbilisi-Baku train from Georgia, which is open to citizens of visa-free countries.
Is there a cost or waiting time for visa-free entry?
No. Visa-free entry costs nothing and there is no application to process, so there is nothing to wait for before your trip. The regime is in force under a bilateral agreement, and the Ministry of Foreign Affairs publishes no end date for it. Registration at your place of stay, needed only if you stay more than 15 days, is also done at no cost by your hotel or landlord.
How long can Turkish citizens stay in Azerbaijan without a visa?
Up to 90 days. Azerbaijan's Migration Code limits visa-free stays to 90 days unless an international agreement says otherwise. If you stay more than 15 days, you must be registered at your place of stay: your hotel or landlord files the registration with the State Migration Service within 15 days of your arrival. Overstaying, or failing to register, is an administrative offence under the Code of Administrative Offences.
What do I need to enter Azerbaijan visa-free?
A valid passport. No visa or application form is needed. Arrive by air, or by the Baku-Tbilisi-Baku train from Georgia, because road border crossings are closed for entry. Entry can be refused in cases set by the Migration Code, for example after a previous expulsion, if false information was given, or if the declared purpose of an earlier visit was not respected; the last two lead to a 5-year entry ban.
Can I enter Azerbaijan by land?
Not by road for now. Under the special quarantine regime, which the Cabinet of Ministers extended until 06:00 on 2 January 2027, entry by road is suspended. Since 25 May 2026 the Baku-Tbilisi-Baku train has been open to citizens of countries with visa-free entry to Azerbaijan, so Turkish citizens can use it as well as flights. Foreigners may leave Azerbaijan by land without permission. Check the rules again for trips after 2 January 2027.
