Do Chinese citizens need a visa for Azerbaijan?

No, not for stays of up to 30 days per entry. Chinese citizens can enter Azerbaijan without a visa under a bilateral regime listed by the Ministry of Foreign Affairs: up to 30 days on each entry and no more than 90 days in any 180 days. There is nothing to apply for before you travel. Entry by road is suspended until 2 January 2027, so arrive by air or by the Baku-Tbilisi-Baku train from Georgia, which is open to visa-free travellers.

Is there a cost or waiting time for visa-free entry?

No. Visa-free entry costs nothing and there is no application to process, so there is nothing to wait for before your trip. The regime is in force under a bilateral agreement, and the Ministry of Foreign Affairs publishes no end date for it. Registration at your place of stay, needed only if you stay more than 15 days, is also done at no cost by your hotel or landlord.

How long can Chinese citizens stay in Azerbaijan without a visa?

Up to 30 days on each entry, and no more than 90 days in total in any 180-day period. If you stay more than 15 days, you must be registered at your place of stay: your hotel or landlord files the registration with the State Migration Service within 15 days of your arrival. Overstaying, or failing to register, is an administrative offence under the Code of Administrative Offences.

What do I need to enter Azerbaijan visa-free?

A valid passport. No visa or application form is needed. Arrive by air, or by the Baku-Tbilisi-Baku train from Georgia, because road border crossings are closed for entry. Entry can be refused in cases set by the Migration Code, for example after a previous expulsion, if false information was given, or if the declared purpose of an earlier visit was not respected; the last two lead to a 5-year entry ban.

Do Hong Kong and Macao passports follow the same rules?

No. Citizens of China holding ordinary passports issued by the Hong Kong or Macao Special Administrative Region fall under a separate, temporary visa-free regime: from 2 February 2026 to 2 February 2027 they can enter Azerbaijan up to 3 times and stay up to 30 days on each entry. Holders of passports of the People's Republic of China follow the bilateral regime of up to 30 days per entry and 90 days in any 180 days.
